The book "Handbook of organization and operation of local authorities at the commune level" was compiled by the Ministry of Home Affairs (in paper and electronic versions).
The content of the "Local Government at the Commune Level" Handbook is designed in a practical and clear direction, concretizing responsibilities, tasks, powers, working relationships and handling situations arising at the grassroots level, ensuring unity and effectiveness in organization and implementation.
In the handbook, the Ministry of Home Affairs has responded to a number of related contents when implementing the 2-level local government model. In particular, there is a question about how, when implementing the 2-level local government model, the arrangement, assignment and resolution of policies for part-time workers at the commune level are implemented?
Responding to this question, in the handbook, the Ministry of Home Affairs stated that in Conclusion 163 of the Politburo and the Secretariat, it is required to study a roadmap to extend the use of non-professional people in accordance with the time of rearranging villages and residential groups before May 31, 2026.
Based on Conclusion 163, the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels of the Government issued Document 12 guiding a number of contents for part-time workers at the commune level when implementing the model of local government at both levels.
Localities shall base on the practical situation and requirements for implementing the tasks of the political system at the new commune level to temporarily extend the employment of non-professional workers at the commune level until before May 31, 2026.
If necessary, the People's Committee at the commune level can arrange and assign to the title of part-time worker in the village or residential group.
In case the local Party Committee and government at the new commune level do not have a need to continue to use part-time workers at the commune level, the regime and policies will be resolved according to the provisions of Decree 154 regulating staff streamlining.
In case a part-time worker at the commune level wishes to retire immediately from the implementation of the 2-level local government model, he/she will enjoy the regime and policies according to the provisions of Decree 154.
