An Giang - Medical Centers are expected to be rearranged into regional health centers to carry out inter-commune and ward health tasks.

According to the report, the Department of Health of An Giang province currently has 7 specialized departments and equivalents; 2 branches; 46 public service units (reduced by 12 units), 298 Health Stations. The provincial health sector currently has 116 civil servants; 12,159 civil servants and labor contracts.

Regarding the implementation of decentralization, delegation of authority, and determination of authority in the health sector, the province has issued 13 procedures in the field of medical examination and treatment; 2 traditional medicine procedures; 29 procedures in the field of disease prevention.

The Provincial People's Committee has assigned the Department of Health to promptly receive and process administrative procedure records in the pharmaceutical sector in accordance with assigned authority, with a stable one-stop electronic system, applying digital signatures and online public services at level 3-4 for most procedures.

The work of issuing, reissuing, and adjusting Pharmacy practice certificates, Certificates of eligibility for pharmaceutical business, GPP, GDP, etc. was carried out on time. At the same time, strengthen inspection activities of pharmaceutical businesses, promptly detect and handle violations...

Maintaining the current system stability will not disrupt the provision of medical services in the locality, and will not affect the operation of serving the essential needs of local people.

However, in reality, having many health stations operating in the same commune, ward, or special zone faces some difficulties, specifically: difficulties in managing, coordinating operations, ensuring service quality; can lead to differences in service quality between stations. In addition, some stations have not met their tasks due to lack of facilities, human resources and few people using them.

In the coming time, An Giang province plans to arrange and reorganize medical facilities into regional health centers to carry out inter-commune and ward health tasks. For the Health Stations, it is expected to establish 102 stations in new communes, wards and special zones. In which, 1 central health station is selected as a health station of communes, wards, and special zones, the remaining health stations are organized into health station locations. The newly established health station is a public service unit under the People's Committee of the commune, ward, and special zone.

Regarding human resources, the Medical Center was assigned to review, report and propose to competent authorities to consider transferring from other places to meet the requirements of the task.

Regarding facilities and equipment for the new health station: based on the scale of operation and population size, the Health Center is assigned to propose to the People's Committees of the new communes and wards to arrange to be eligible for a license to operate as a medical examination and treatment facility, ensuring that the initial health care for the people in the area is continuous and uninterrupted. Prioritize fully investing in specialized equipment and machinery for health stations with enough human resources to operate and many patients.

An Giang province proposed that the Ministry of Health soon issue a Circular guiding the functions, tasks, and organizational structure of commune and ward health stations; updating the software of the practice management system for medical examination and treatment; specific instructions on implementation procedures, attached tables, etc. to unify nationwide.

Vice Chairwoman of An Giang Provincial People's Committee Nguyen Thi Minh Thuy said that after the arrangement of administrative units, An Giang province has established many working groups to inspect the activities of local government at both levels. Especially in the operation of public administrative service centers, medical facilities, education and culture to re-evaluate the facilities of centers and medical facilities and record and resolve limitations and problems.

In the coming time, the province will continue to focus on investing in healthcare, education, especially grassroots health care to meet the initial health protection and care needs of the people, in accordance with the practical situation of communes, wards and special zones.
