The Ministry of Home Affairs has just responded to voters' petitions on narrowing the pension gap between retirees of different periods.

The Ministry of Home Affairs has a document responding to voters' petitions from Ninh Binh province sent after the first session of the 16th National Assembly related to pension policies.

Voters in Ninh Binh province proposed narrowing the pension gap between retirees of different periods, especially those who retired before 1995 or have low salaries.

Regarding this content, the Ministry of Home Affairs said that, according to regulations on social insurance, the monthly pension of employees when retiring is calculated based on the monthly salary as a basis for contribution and the social insurance contribution period of employees.

The monthly pension level of retirees is high or low depending on the monthly salary used as a basis for contribution and the social insurance contribution period of the employee before retirement.

Over the past time, the Party and the State have always paid attention to the lives of retirees, especially those who retired before 1995 with low pensions through pension adjustment policies.

Resolution 28/2018 of the Central Government on social insurance policy reform, which mentions that basic pensions are adjusted mainly based on the increase in the consumer price index, the capacity of the Social Insurance Fund and the state budget.

Pay attention to appropriate adjustments for groups with low pensions and retired before 1995 to narrow the pension gap between retirees in different periods.

Institutionalizing the above-mentioned guiding viewpoint, from 2021 to 2024 alone, the Government has adjusted pensions, social insurance allowances and monthly allowances 3 times.

Accordingly, adjustments are made at a higher level for retirees before 1995 with low pensions in Decree 108/2021, Decree 42/2023 and Decree 75/2024.

In addition to adjusting to increase according to the general level, the Government also implements additional adjustments to increase for those who retired before 1995 with low pensions.

The 2024 Law on Social Insurance stipulates that pensions are adjusted based on the increase in the consumer price index in accordance with the capacity of the state budget and the social insurance fund.

Adjusting the appropriate pension increase for subjects with low pensions and retired before 1995 to ensure narrowing the pension gap between retirees in different periods.

The Government stipulates the time, subjects, and level of pension adjustment specified in this article.

According to the Ministry of Home Affairs, recently the Government issued Decree 162/2026 regulating the adjustment of pensions, social insurance allowances, and monthly allowances from July 1st with a general increase of 8%.

For those who are receiving pensions, social insurance allowances, monthly allowances before January 1, 1995, after the general increase adjustment, if the benefit level is lower than 3.8 million VND/month, it will continue to be adjusted to increase.

An additional increase of 300,000 VND/person/month for people with a benefit level equal to or lower than 3.5 million VND/person/month.

Increased to 3.8 million VND/person/month for those with a benefit level higher than 3.5 million VND/person/month but lower than 3.8 million VND/person/month.

The Ministry of Home Affairs emphasized that the adjustment of pensions in the past time has contributed to gradually stabilizing and improving the lives of pensioners, social insurance allowances and monthly allowances, especially those with low pensions, retiring before 1995.
