According to the guidance of the Ministry of Home Affairs, in the consolidated document No. 02/VBHN-BNV dated May 2, 2025, Ms. Nguyen Thi Kieu (character's name has been changed) was recognized as a Emulation Fighter at the grassroots level in July 2025. Her next salary increase will be in November 2025.
"If I can consider raising my salary ahead of schedule, I will be salary increased in May 2025, that is, before the time of the Reward Decision. So, will I be considered for early salary increase?" - Ms. Kieu asked.
Regarding Ms. Kieu's reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.
Currently, the regime of early salary increase is specifically guided in Clause 1, Article 3 of Circular No. 08/2013/TT-BNV dated July 31, 2013 of the Minister of Home Affairs guiding the implementation of the regime of regular salary increase and early salary increase for cadres, civil servants, public employees and workers (amended and supplemented in Circular No. 03/2021/TT-BNV dated June 29, 2021 of the Minister of Home Affairs) stipulates:
Subjects specified in Clause 1, Article 1 of this Circular who meet the 2 criteria specified in Clause 2, Article 2 of this Circular and have excellent achievements in performing tasks that have been recognized by competent authorities in writing, if they have not been ranked at the final salary level in the rank or in the title and by December 31 of the year of consideration for salary increase before the effective date of 12 months or less to be regularly increased in salary level, will be considered for a salary increase of one salary level before the maximum period of 12 months compared to the time specified in Point a, Clause 1, Article 2 of this Circular.
Accordingly, the Ministry of Home Affairs has asked her to contact the agency managing cadres, civil servants and public employees for answers according to her authority.
