According to the Ministry of Home Affairs, the regime of early salary increase due to excellent performance in performing tasks for cadres, civil servants and public employees is implemented according to the provisions of Clause 1, Article 3 of Circular No. 08/2013/TT-BNV dated July 31, 2013 of the Minister of Home Affairs guiding regular salary increase and early salary increase for cadres, civil servants, public employees and employees (amended in Clause 6, Article 1 of Circular No. 03/2021/TT-BNV dated June 29, 2021 of the Ministry of Home Affairs).
The subjects specified in Clause 1, Article 1 of Circular 08/2013/TT-BNV, amended by Clause 1, Article 1 of Circular 03/2021/TT-BNV, include civil servants with salaries according to the senior expert salary scale, professional, technical, executive, and service salary scales working in state agencies from the central to commune levels.
According to the above regulations, to receive an early salary increase, civil servants must meet the following conditions:
Meet 2 standards specified in Clause 2, Article 2 of Circular 08/2013/TT-BNV, amended by Clause 4, Article 1 of Circular 03/2021/TT-BNV;
Outstanding achievements in performing tasks have been recognized in writing by competent authorities;
Not yet ranked at the final salary level in the grade or in the title;
As of December 31 of the year of consideration for early salary increase, there are still 12 months or less needed to receive a regular salary increase.
