The Ministry of Home Affairs responds to readers' questions regarding early salary increase consideration for cadres, civil servants and public employees.

Ms. Le Thi Thu (Hai Phong city, character name has been changed) learned that Article 3 of Consolidated Document No. 02/VBHN-BNV dated May 2, 2022 stated: As of December 31 of the year of consideration for early salary increase, if there is a lack of 12 months or less to be eligible for regular salary increase, the salary increase will be considered for a maximum of 12 months ahead of schedule compared to the prescribed time.

"On December 23, 2024, the emulation and reward council of my unit released a list of people with regular salary increases from January 1, 2025 to December 31, 2026 (2025 and 2026) for consideration of early salary increases. While the 10% target for 2025 is sufficient, is it correct to still include the list for 2026? - Ms. Thu wondered.

Regarding the reflection and recommendation of Ms. Le Thi Thu, the Ministry of Home Affairs has responded on the Electronic Information Portal.

According to the Ministry of Home Affairs, the regime of early salary increase due to excellent performance in performing tasks for cadres, civil servants and public employees is implemented according to the provisions of Clause 1, Article 3 of Circular No. 08/2013/TT-BNV dated July 31, 2013 of the Minister of Home Affairs guiding regular salary increase and early salary increase for cadres, civil servants, public employees and employees (amended in Clause 6, Article 1 of Circular No. 03/2021/TT-BNV dated June 29, 2021 of the Ministry of Home Affairs).

The subjects specified in Clause 1, Article 1 of Circular 08/2013/TT-BNV, amended by Clause 1, Article 1 of Circular 03/2021/TT-BNV, include civil servants with salaries according to the senior expert salary scale, professional, technical, executive, and service salary scales working in state agencies from the central to commune levels.

According to the above regulations, to receive an early salary increase, civil servants must meet the following conditions:

Meet 2 standards specified in Clause 2, Article 2 of Circular 08/2013/TT-BNV, amended by Clause 4, Article 1 of Circular 03/2021/TT-BNV;

Outstanding achievements in performing tasks have been recognized in writing by competent authorities;

Not yet ranked at the final salary level in the grade or in the title;

As of December 31 of the year of consideration for early salary increase, there are still 12 months or less needed to receive a regular salary increase.

The organization and implementation of policies for cadres, civil servants and public employees in Hai Phong city is under the authority of the City People's Committee.
