Mr. Pham Van Duong (character's name has been changed) is the former Deputy Military Commander of the commune. Currently, he is continuing to support the new Commune Military Command until May 31, 2026 according to the provisions of Decree 154 of the Government.
"May I ask, during the time I continue working here, will I still receive seniority allowances and special defense allowances as before?" - Mr. Duong wondered.
Regarding Mr. Duong's question, the Ministry of Home Affairs responded on the Electronic Information Portal.
The Ministry of Home Affairs said that regarding salary and allowance retention: Pursuant to Resolution No. 76/2025/QH15 of the National Assembly Standing Committee on the arrangement of administrative units in 2025 and at Points 1.1.4 and 1.24, Clause 1, Section V of Decision No. 759/QD-TTg dated April 14, 2025 of the Prime Minister on approving the project to arrange and reorganize administrative units at all levels and building a model for organizing local government at both levels and documents of the Steering Committee for implementing the arrangement and reorganization of administrative units at all levels and building a model for organizing local government at both levels of the Government in Official Dispatch: No. 03/CV-BCD dated April 15, 2025, No. 11/CV-BCD dated June 4, 2025 and No. 16/CV-BCD dated August 9, 2025 guiding the implementation (safection or continuation of allowances for civil servants and public employees when performing public duties at both levels from July 1, 2025.
The Ministry of Home Affairs said that the Deputy Military Commander at the commune level is a non-professional person working at the commune level who is eligible for allowances according to the regulations of the Provincial People's Council, and is not eligible for salary according to the provisions of law, so he is not subject to the provisions of the above documents.
