This is the content stipulated by the Government in Decree No. 331/2025/ND-CP on a number of articles and measures to implement the Law on Atomic Energy on the development and application of nuclear energy. The Decree takes effect from January 1, 2026.
The Decree stipulates preferential allowances for occupation and allowances for toxic and dangerous goods for people working in the field of nuclear energy.
Civil servants, public employees, and workers receiving salaries from the state budget under the national radiation and nuclear safety agency; agencies performing the function of state management of radiation safety, nuclear safety and nuclear security, developing and applying nuclear energy from central to local levels; agencies and organizations with research and training functions in the field of nuclear energy, radiation incident response, nuclear incident, environmental radiation monitoring are entitled to preferential allowances with a maximum of 70% of salary according to the rank and level.
People performing public service activities exposed to radiation are entitled to a dangerous toxic allowance regime for cadres, civil servants and public employees according to the provisions of law.
Criteria, selection process, rights and obligations, responsibilities, and policies for experts in the field of nuclear energy are implemented according to the provisions of the Government's decree stipulating mechanisms and policies to attract experts in science, technology, innovation, digital transformation, and relevant legal documents.
High-quality human resources in the field of nuclear energy include talented young scientists, talented young engineers; civil servants and public employees who meet the standards and conditions for applying policies to attract and promote talented people, including:
Criteria and policies for talented young scientists and young talented engineers are implemented according to the provisions of the decree detailing and guiding a number of articles of the law on science, technology and innovation on the mechanism of autonomy, self-responsibility of public science and technology organizations, human resources, talents and awards in the fields of science, technology and innovation.
Policies for civil servants and public employees that meet the standards and conditions for applying policies to attract and employ talented people are implemented in accordance with the provisions of the decree regulating policies to attract and employ talented people to work in agencies, organizations and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front and socio-political organizations.
Graduates with excellent university degrees or higher in majors including nuclear power, nuclear physics, nuclear engineering, nuclear technology, hydrological physics, radiochemistry and other related majors in science and technology are also given priority for admission when meeting the criteria, including an excellent thesis or graduation project.
