The Ministry of Home Affairs received petitions from voters in Quang Ngai province after the First Session of the 16th National Assembly.
Voters reflected that in the context of arranging the organizational structure, implementing 2-level local government and promoting digital transformation, the workload and pressure of commune-level cadres and civil servants have increased significantly.
Therefore, voters propose that the Ministry of Home Affairs study, advise, and consider supplementing and adjusting commune-level staff in a flexible manner, in accordance with the population size, natural area, local characteristics and administrative unit classification of each locality.
Responding to voters, the Ministry of Home Affairs said that based on the proposed staffing needs of ministries, branches, and localities, the Ministry of Home Affairs has advised the Government Party Committee to have a document proposing staffing for the period 2026-2031.
In which, there are principle proposals, expected plans to determine the payroll needs in the 2026-2031 period at units, based on arranging civil servants and public employees according to the job structure at agencies and organizations. At the same time, there are adjustments according to the classification of administrative units, population, and regional and local characteristics.
This content is sent to the Central Organization Committee for summarization and reporting to competent authorities for consideration and decision, basically meeting the requirements for human resources in localities according to the 2-level local government model.
Currently, the Politburo has issued new conclusions and regulations on staff management, regulations on staff of provinces and cities in 2026 and staff allocation orientations for the period 2027 - 2031.
In which, the Central Organization Committee is the agency with the authority to assign and manage the payroll of Provincial and City Party Committees. The Standing Committees of Provincial and City Party Committees are responsible for leading, directing, deploying, assigning, managing, and using payroll.
Therefore, the Ministry of Home Affairs requests localities to continue to base on criteria on: functions, tasks; job positions and workload of each job position; level of modernization of equipment, working facilities and application of information technology; actual use of assigned staff; population size, natural area, number of commune-level administrative units and characteristics of political security, order, and social safety.
From there, to proactively arrange, assign, and adjust staff for each agency, organization, and unit under management to be appropriate (including commune-level staff). The adjustment of staff needs to ensure that it does not exceed the total number of staff assigned by the Central Organization Committee to the province in 2026.
