Ministry of Home Affairs sets conditions for considering Certificates of Merit for teachers who achieved Emulation Soldier status for 3 years

The Ministry of Home Affairs clearly states the conditions for considering awarding Certificates of Merit to teachers who have continuously achieved the title of Grassroots Emulation Soldier for 3 years, including requirements for initiatives.

Ms. Nguyen Thi Thanh (name changed) said that in the past 3 school years, she has continuously achieved the title of Grassroots Emulation Soldier.

In the 2023-2024 school year, she achieved the title of Grassroots Emulation Soldier and had 1 recognized initiative. In the 2024-2025 school year, she continued to achieve the title of Grassroots Emulation Soldier, had 1 recognized initiative and excellently completed her tasks. In the 2025-2026 school year, she achieved the title of Grassroots Emulation Soldier and had 1 recognized initiative.

However, in the 2025-2026 school year, when submitting the application to be awarded the Certificate of Merit by the Chairman of the City People's Committee for the above achievements, Ms. Thanh said that the Grassroots Emulation and Commendation Council refused on the grounds that she must have one more initiative experience outside of the initiatives already used to be considered for the title of Grassroots Emulation Soldier to be eligible.

From the above obstacles, Ms. Thanh requested the Department of Home Affairs to clarify whether she has been continuously awarded the title of Grassroots Emulation Soldier for 3 years, in which she has met the requirements for initiatives to consider these titles, and whether she has sufficient legal conditions to request consideration for awarding Certificates of Merit from the Chairman of the Provincial or City People's Committee.

Regarding Ms. Thanh's proposal, the Ministry of Home Affairs has responded on the Electronic Information Portal.

Point d, Clause 1, Article 74 of the Law on Emulation and Commendation stipulates one of the criteria for awarding or posthumously awarding Certificates of Merit from Ministries, departments, branches, and provinces to individuals: Having been awarded the title "Grassroots Emulation Soldier" twice in a row or having been continuously recognized for excellent completion of tasks for 2 years or more, during that time having 2 initiatives recognized and effectively applied within the grassroots level or having 2 scientific topics, scientific projects, scientific and technological works that have been accepted and effectively applied within the grassroots level".

Comparing the above regulations, the Ministry of Home Affairs believes that, in case individuals are considered for the title of Grassroots Emulation Soldier according to the standard "meeting the standard of the title of Advanced Laborer and having initiatives recognized by the grassroots level or having scientific topics, scientific projects, scientific and technological works that have been accepted", in addition to 2 initiatives or scientific topics that have been used for consideration for the title of Grassroots Emulation Soldier, individuals need to have 2 more initiatives recognized and effectively applied within the grassroots level or 2 scientific topics, scientific projects, scientific and technological works that have been accepted and effectively applied within the grassroots level.

Accordingly, individuals are eligible for consideration for awarding Certificates of Merit from Ministries, departments, branches, and provinces according to the provisions of point d, clause 1, Article 74 of the Law on Emulation and Commendation in 2022.
