Mr. Tran Van Vang (name of the character changed) said that according to the guidance in item 3 of Official Dispatch No. 6929/BNV-CCVC of the Ministry of Home Affairs on implementing point b, clause 2, Article 8 and point b, clause 3, Article 9 of Decree No. 361/2025/ND-CP, 100% of heads of departments and equivalents of specialized agencies of commune-level People's Committees are ranked as principal specialists, while deputy heads are ranked at a maximum of 50%.
According to Mr. Vang, this regulation makes many civil servants and specialists who directly advise and perform professional tasks feel that it is not really fair.
He said that this team undertakes a large workload, often working overtime, including on holidays, but does not receive a corresponding salary regime.
From the above reality, Mr. Vang proposed that competent authorities study adjusting salary policies and ranks for civil servants and specialists in commune-level professional departments to ensure fairness and create motivation for work.
At the same time, he proposed considering organizing competitive examinations for leadership positions or promotion exams, salary grades to create a transparent competitive environment, encourage cadres and civil servants to strive and improve the quality of the team.
Mr. Vang also said that currently civil servants mainly wait for 3 years to be considered for salary increases, while career development opportunities are still limited, so there needs to be a more appropriate mechanism to recognize capacity and work results.

Implementing the Law on Cadres and Civil Servants in 2025, the Government has issued Decree No. 170/2025/ND-CP dated June 30, 2025, regulating the recruitment, use and management of civil servants.
In which, the Decree has stipulated the ranking of principal and equivalent specialist ranks for heads and deputy heads of specialized agencies under commune-level People's Committees; has stipulated standards, conditions, order, procedures for appointing civil servants to hold leadership and management positions and conditions and standards for changing job positions for civil servants.
