After the 7th session of the 15th National Assembly, the Ministry of Home Affairs received comments from the National Assembly Delegation of Khanh Hoa province.
Accordingly, voters of Khanh Hoa province proposed that the Ministry of Home Affairs study and advise the Government to consider and regulate the position of Vice Chairman of the Vietnam Fatherland Front Committee at the commune level as a full-time official to carry out political tasks more effectively, especially in social supervision and criticism.
Voters also recommended considering and having a health insurance policy for non-professional workers in the village such as: Party cell secretary, village chief, head of village front work.
In the official dispatch responding to voters of Khanh Hoa province regarding this content, the Ministry of Home Affairs said:
The positions and titles of commune-level cadres and civil servants have been specifically regulated in Article 61 of the 2008 Law on Cadres and Civil Servants (amended and supplemented in 2019).
Accordingly, the addition of the position of Vice Chairman of the Vietnam Fatherland Front Committee at the commune level as a full-time official as proposed by voters must be based on the amendment of the current Law on Cadres and Civil Servants.
The Ministry of Home Affairs takes note of voters' recommendations to synthesize and submit to competent authorities in the process of researching, amending and supplementing the current Law on Cadres and Civil Servants.
In addition, according to the provisions of the Law on Health Insurance 2008 (amended and supplemented in 2014), part-time workers in villages and residential groups are not eligible for state budget contributions or support for health insurance payments.
The Ministry of Home Affairs acknowledges the recommendations of voters of Khanh Hoa province to synthesize and report to competent authorities when there is a policy to amend and supplement the current Law on Health Insurance.
