After the 7th session of the 15th National Assembly, the Ministry of Home Affairs received voters' opinions and recommendations sent by the National Assembly Delegation of Ninh Binh province.
According to voters in Ninh Binh province, currently, the team of cadres and civil servants at the commune level has basically met the requirements of their tasks at the grassroots level in the new situation. However, there are still some job positions where the arrangement of non-professional cadre titles is not appropriate according to regulations.
For example, the positions: Party Committee Office, Deputy Head of the Party Committee Inspection Committee... have a large workload. It is expected that in the coming time, when commune-level administrative units are merged, the number of party members may reach more than 1,000 party members/party committee.
If some of the above positions are still assigned to non-professional staff, it will be difficult to ensure the quality and efficiency of the work. Therefore, voters of Ninh Binh province recommend that there should soon be a new policy on assigning more commune-level staff and civil servants to better suit practical requirements.
Regarding this content, the Ministry of Home Affairs has sent an official dispatch in response to voters of Ninh Binh province.
The Ministry of Home Affairs said that the positions and titles of commune-level cadres and civil servants have been stipulated in Article 61 of the 2008 Law on Cadres and Civil Servants (amended and supplemented in 2019).
At the same time, according to the provisions of Point 17.1, Clause 17 of Instruction No. 01-HD/TW dated September 28, 2021 of the Secretariat on a number of specific issues implementing the Party Charter, it is stipulated that grassroots party organizations do not establish specialized advisory agencies to assist in work. Party committees assign Party committee members to be in charge of office work, propaganda, organization, inspection, and mass mobilization, all of whom hold concurrent positions.
Accordingly, the addition of the position of Office of the Party Committee, Deputy Head of the Inspection Committee of the Party Committee at the commune level to commune-level cadres and civil servants as proposed by voters must be based on the amendment of this Guide and the current Law on Cadres and Civil Servants.
The Ministry of Home Affairs takes note of voters' recommendations to synthesize and submit to competent authorities when the Secretariat has a policy to amend Instruction No. 01-HD/TW dated September 28, 2021 and in the process of researching, proposing, amending and supplementing the current Law on Cadres and Civil Servants.
