Ministry of Home Affairs proposes to amend procedures for resolving benefits for youth volunteers

The Ministry of Home Affairs proposes to amend the contents on the order, procedures and organization of implementation of the regime for youth volunteers during the anti-French resistance war.

The Ministry of Home Affairs is seeking opinions on the Circular amending and supplementing a number of articles of the Joint Circulars, the Circular of the Minister of Home Affairs stipulating the regime and policies for Veterans and Youth Volunteers.

According to the draft submission, currently, the whole country has about 4 million members of the Vietnam Veterans Association; 48,769 youth volunteers during the resistance war against France and 282,690 youth volunteers during the resistance war against the US are enjoying regimes and policies according to the provisions of law. The settlement of regimes and policies for these subjects is carried out regularly and continuously in localities.

However, through reviewing current regulations and summarizing the implementation of circulars, it shows that there are still some contents that are not consistent with the provisions of law and practical requirements.

Notably, the draft inherits the provisions of Circular No. 24/2009/TT-BLĐTBXH on subjects, conditions for enjoyment, dossiers and regimes of health insurance, funeral allowances for youth volunteers during the resistance war against France, only amending the contents on procedures and organization of implementation.

Accordingly, the draft amends the procedures for resolving health insurance benefits in a direction consistent with current regulations of law on health insurance and administrative procedure reform; stipulates that applicants can submit dossiers directly at the Public Administrative Service Center, through postal services or on the National Public Service Portal;

The commune-level People's Committee shall compile a list of health insurance participants and send it to the social insurance agency to carry out card issuance procedures according to the law on health insurance regulations.

Regarding procedures for resolving funeral allowances, the draft is amended in the direction of being consistent with the 2-level local government model; removing intermediaries in the process of resolving dossiers, stipulating that dossiers are transferred directly from the commune-level People's Committee to the Department of Home Affairs; and at the same time supplementing regulations on receiving online dossiers, through postal services and exploiting information from the National Population Database, common databases of state agencies to reduce the number of dossiers people have to submit.

The amendment is only aimed at completing the order and procedures for resolving regimes, without changing the subjects of application, conditions for enjoyment, regimes, levels of enjoyment and funding sources for implementation according to current regulations.
