In July 2026, the Ministry of Home Affairs is assigned the task of perfecting the mechanism for evaluating substantive cadres, based on specific products and results; resolutely replacing weak cadres who avoid and shirk responsibility; coordinating with units of the Central Organization Committee in advising the Politburo and the Secretariat to decide on the overall staffing of the political system.
The Ministry of Home Affairs is also assigned to develop solutions to improve the capacity of cadres, especially grassroots-level cadres, and soon submit to the Central Government a national strategy on attracting and valuing talents; have a more substantive and effective mechanism to encourage and protect cadres who dare to think and dare to do for the common good.
In Cao Bang, the Provincial People's Committee has announced the implementation of a set of criteria for evaluating and ranking collectives and individuals in the political system. This is to digitize the work management process and create a basis for evaluating using data instead of general comments.
Each task is linked to the progress, output products and responsibilities of each individual, thereby serving as a basis for evaluation, planning, appointment, training and staff streamlining.
To date, the system has been deployed in 16/16 departments, agencies, branches and 56/56 communes and wards of the province. After the initial operating phase, the software recorded more than 15,800 work tracking questionnaires, over 14,500 personal evaluation questionnaires and more than 23,000 tasks of organizations.
More than 3,000 civil servants have been put under monitoring and evaluation; in the first 6 months of 2026, more than 8,100 evaluations were conducted.
The noteworthy point of the system is not in adding one type of score, but in changing the operating method. The work is clearly assigned to the performer, completion deadline and final product; the evaluation results are therefore more specific.
It is expected that from October 1, 2026, the system will be deployed in Party agencies, the Fatherland Front and mass organizations of the province. Cao Bang sets a goal to shift from year-end review to regular monitoring; from management based on experience to management based on data; from qualitative assessment to assessment based on results, products and specific evidence.
In Hanoi, the assessment is carried out periodically every month, as a basis for considering the level of task completion of each individual and collective. To date, the system has been deployed in 179 units, with more than 77,000 officials participating and nearly 240,000 jobs being created and monitored in the digital environment.
Regarding personnel work, An Giang province requires strictly implementing the evaluation and classification of officials in a substantive direction, taking the results of task completion as a measure; the head must be responsible for the results of task performance of agencies and units.
At the same time, gradually deploy cadre evaluation on KPI software; continue to review and supplement cadre planning associated with the training and fostering plan for the 2026-2031 period, especially focusing on completing the remaining standards for commune-level cadres after arranging the organizational structure.
Some localities across the country are also implementing work efficiency assessments using OKR/KPI.
Thanh Hoa province has implemented cadre evaluation based on work performance results according to the KPI criteria and piloted in Hac Thanh and Dong Son wards. The province is continuing to build and complete the assessment index set to gradually shift from administrative management methods to modern management; from focusing on processes to valuing results.
In Thai Nguyen, the Standing Committee of the Provincial Party Committee has issued Regulation No. 870-QD/TU on monthly evaluation and ranking of cadres, civil servants, public employees, and contract workers associated with the KPI evaluation and measurement method in the political system.
Nghe An has also just issued a document piloting the application of a system of criteria and software to evaluate work efficiency for provincial and commune-level cadres, civil servants, and public employees from July 1, 2026, as a basis for completion before considering widespread application throughout the province's political system.
