The Ministry of Home Affairs received petitions from voters in Da Nang City after the First Session of the 16th National Assembly.
Voters reflected that if the merger of villages and residential groups is not researched and calculated appropriately, it will lead to a large population scale and wide area, causing difficulties for management, administration, grasping the population situation and deploying tasks at the grassroots level.
In addition, after the merger, it will lead to surplus, affecting the lives and thoughts of grassroots officials; at the same time, facilities, community centers and cultural institutions in many localities have not met the actual needs after arrangement.
Therefore, voters proposed that the Ministry of Home Affairs advise the Government to direct localities when implementing mergers to carefully survey the actual conditions of each area, ensuring compliance with management requirements, cultural characteristics and people's aspirations; have appropriate support policies for redundant officials after arrangement, pay attention to investing in facilities serving the community and strengthening public opinion collection, ensuring publicity, democracy, and creating consensus in the implementation process.
Answering the above content, the Ministry of Home Affairs said that, based on Conclusion No. 34-KL/TW dated May 18, 2026 of the Politburo, the Government has issued Decree No. 185/2026/ND-CP dated May 26, 2026, and the Prime Minister has issued Directive No. 21/CT-TTg dated May 20, 2026 on arranging villages and residential groups and arranging, using, regimes, and policies for non-specialized personnel at the commune, village, and residential group levels.
Accordingly, the above regulations have set out principles and requirements when implementing the arrangement of villages and residential groups and resolving regimes and policies for non-specialized workers in villages and residential groups where arrangement is implemented.
The arrangement of villages and residential groups must ensure compliance with the criteria and conditions according to the Government's regulations and local management requirements when operating the 2-level local government; at the same time, fully consider the specific factors of history, culture, customs, habits, geographical conditions, national defense, security and the natural cohesion of the community, especially in mountainous areas, border areas, islands, ethnic minority areas and areas with religious elements; associated with the requirement to improve management efficiency at the grassroots level, promote digital transformation, meet the requirements of rapid and sustainable development, the goal of "double-digit" growth and improve the quality of service to the people, promote propaganda and mobilization, and create high consensus among the people.
The above-mentioned principles and requirements have ensured that localities implement the arrangement of villages and residential groups in accordance with management requirements, cultural characteristics and people's aspirations; have appropriate support policies for redundant people after arrangement, ensuring that people are fully informed, participate in contributing opinions, and supervise the arrangement of villages and residential groups in accordance with the law on implementing democracy at the grassroots level.
As of June 30, 2026, 34/34 provinces and cities have completed the arrangement and reorganization of villages and residential groups in the area. Villages and residential groups after arrangement have gone into stable operation, ensuring that they do not interrupt the activities of the residential community and the political system at the grassroots level.
