On May 13, the Ministry of National Defense issued Decision No. 2418/QD-BQP announcing the List of administrative procedures (TTHC) in the field of response to oil spills carried out in the electronic environment under the management functions of the Ministry of National Defense.
The Chief of the General Staff, Heads of agencies, units and related organizations and individuals are responsible for implementing this Decision.
Accordingly, 5 TTHC announced under this Decision are implemented in a comprehensive manner; received through the National Public Service Portal; Information System for resolving TTHC of the Ministry of National Defense, including:
1) Procedures for appraisal and approval of oil spill response plans of offshore oil and gas facilities and projects.
2) Procedures for appraisal and approval of oil spill response plans of petroleum depots, petroleum depots with a total reserve volume of 50,000m3 or more, petroleum ports capable of receiving ships with a tonnage greater than or equal to 50,000 DWT.
3) Procedures for appraisal and approval of oil spill response plans of ports, facilities, and projects in localities.
4) Procedures for appraisal and approval of oil spill response plans of petroleum depots, petroleum depots with a total reserve volume from 50m3 to under 50,000m3, petroleum ports capable of receiving ships with a tonnage of under 50,000 DWT.
5) Procedures for appraising and approving plans to respond to oil spills for gasoline and oil retail stores on land, on rivers, at sea and establishments and projects in communes that are not subject to business and transportation of gasoline and oil with a risk of small-scale oil spills (capacity under 50m3).
