On March 30, according to the Ministry of National Defense's Electronic Information Portal, the Ministry of National Defense has just responded to voters of Thanh Hoa and Binh Duong provinces' recommendations to soon issue a Decree to implement the Law on Civil Defense.
Accordingly, voters in Thanh Hoa province proposed to soon issue documents to implement the Law on Civil Defense; at the same time, review documents, amend, supplement, replace, abolish, and issue new documents to ensure compliance with the Law, especially the need for policies to pay attention to building infrastructure to ensure civil defense activities.
Similarly, voters in Binh Duong province also recommended that the Law on Civil Defense was passed by the National Assembly on June 20, 2023, effective from July 1, 2024, however, the Government has not yet issued a Decree and related documents, leading to important contents of the Law not being effectively implemented.
Therefore, voters in Binh Duong province recommend that the Prime Minister soon direct relevant ministries and branches to urgently advise and issue Decrees and related documents.
Responding to this content, the Ministry of National Defense said that, implementing Decision No. 857/QD-TTg dated July 18, 2023 of the Prime Minister, the Ministry of National Defense in coordination with ministries, branches and localities drafted a Decree detailing a number of articles of the Law on Civil Defense, and submitted to the Government in Submission No. 1654/TTr-BQP dated May 6, 2024.
However, the content of the Decree is related to the responsibilities of ministries, branches, localities, the District Civil Defense Command, and the Provincial Civil Defense Command.
Therefore, it is expected that after the National Assembly amends the 2013 Constitution and amends the Law on Organization of Local Government (no district-level government organization), the Ministry of National Defense will submit to the Government to issue a Decree detailing a number of articles of the Law on Civil Defense (expected after the 9th Session of the 15th National Assembly).
Regarding the policy of paying attention to building infrastructure to ensure civil defense activities, this content is assigned by the National Assembly to the Government to be specified in detail in Article 13 of the Law on Civil Defense and specified in the draft Decree detailing a number of articles of the Law on Civil Defense.
