On March 20, General Phan Van Giang - Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense - chaired a conference to collect opinions on local military organizations when not organizing district-level administrative units.
According to the Ministry of National Defense's Electronic Information Portal, speaking at the conference, General Phan Van Giang said that on January 17, 2022, the 13th Politburo issued Resolution No. 05 NQ/TW on the organization of the Vietnam People's Army (VPA) for the period 2021-2030 and the following years.
On April 2, 2022, the Central Military Commission issued Resolution No. 230-NQ/QUTW and on April 25, 2022, the Ministry of National Defense issued Plan 1228/KH-BQP to lead and direct the serious, strict and effective implementation of Resolution 05 NQ/TW of the Politburo.
Up to now, the Army organization has been adjusted to be streamlined, compact, and strong; the organizational structure between components and forces is synchronous, reasonable, and suitable for the nature of the tasks; reducing intermediary organizations, reducing the number of troops, and clarifying functions and tasks.
On February 14, 2025, the Politburo and the Secretariat issued Conclusion No. 126-KL/TW on a number of contents and tasks to continue to reorganize and streamline the apparatus of the political system in 2025; in which, the orientation is to eliminate intermediate-level administration.
In this Conclusion, the Politburo assigned the Central Military Commission to preside over and coordinate with the Central Organizing Committee, the Government Party Committee, the National Assembly Party Committee, relevant Party committees and Party organizations to study and orient the continued arrangement of the Army organization. In particular, there are district-level military agencies, proposing to supplement and amend the Party's policy mechanisms and relevant State laws, reporting to the Politburo in the third quarter of 2025.
On February 28, 2025, the Politburo and the Secretariat issued Conclusion No. 127-KL/TW on the implementation of research and proposals to continue to reorganize the apparatus of the political system; clearly orienting the organization of local government at 2 levels (provincial and commune levels). In particular, the Central Military Commission is required to implement the contents determined in Conclusion 126-KL/TW and report to the Politburo and the Secretariat before March 27, 2025 according to the general progress of the whole country, with a time shortened by 1 quarter.
With a spirit of urgency, seriousness, science, caution and certainty, the Standing Committee of the Central Military Commission and the Ministry of National Defense have proactively oriented and assigned tasks to agencies and units to study and propose local military organization plans when reducing provincial and commune-level administrative units and eliminating district-level ones.
At the conference, Senior Lieutenant General Nguyen Van Nghia - Deputy Chief of the General Staff of the Vietnam People's Army - briefly reported on the Project "Continuing to streamline - compact - strong local military organizations to meet the requirements of tasks in the new situation".
The conference discussed and gave opinions on the Project; leaders of the Ministry of National Defense, the General Staff, and the General Department of Politics of the Vietnam People's Army over the periods focused on expressing opinions on local military organization when not organizing district-level administrative units.
In particular, it will analyze and clarify the local military organization model and issues on policies, laws directly related to the construction and implementation of the tasks of the local military system.
