The Prime Minister issued Decision No. 9/2026/QD-TTg dated March 6, 2026 establishing and promulgating the Operating Regulations of the Central Civil Defense Fund.
The decision clearly states: Establish the Central Civil Defense Fund (the Fund) to receive, manage, and use voluntary contributions from domestic and foreign organizations and individuals; the source of regulation from the Provincial Civil Defense Fund to the Fund according to the Prime Minister's decision and the source of regulation from non-budget state financial funds related to incident and disaster response and recovery activities.
The fund is managed by the Ministry of National Defense.
The legal status of the Fund is as stipulated in Clause 1, Article 23 of Decree No. 200/2025/ND-CP of the Government detailing a number of articles of the Law on Civil Defense.
The management apparatus of the Fund for the Use of Military Personnel under the Ministry of National Defense is decided by the Minister of National Defense.
The Decision stipulates the operating principles of the Fund as follows:
- The fund operates not for profit purposes.
- Manage and use for the right purpose, in accordance with the law, promptly, effectively, ensuring publicity, transparency, thrift, and efficiency.
- Support for civil defense activities that the state budget has not invested in or has not met the requirements.
- Regulation between the Civil Defense Fund and non-budget state financial funds related to response and overcoming of consequences of incidents and disasters is carried out in urgent cases.
The Fund has the task of supporting civil defense activities that the state budget has not invested in or invested in but has not met the requirements; receiving, managing, and using financial resources; implementing reporting and accounting regimes according to the provisions of this Decree and relevant laws.
The Fund must comply with the inspection, examination, and audit of competent state agencies in accordance with the law; publicly announce the operating regulations, operating results of the Civil Defense Fund, and report on the implementation of the fund in accordance with the provisions of this Decision and relevant laws.
The Fund's revenue comes from the following financial sources:
- Voluntary contributions from domestic and foreign organizations and individuals.
- Regulatory sources from non-budget state financial funds related to response and overcoming of consequences of incidents and disasters.
- Regulatory source from the Provincial Civil Defense Fund to the Central Civil Defense Fund according to the Prime Minister's decision.
- Collect interest from the deposit account.
The Fund's expenditure content is specified in Article 27 of Decree No. 200/2025/ND-CP of the Government detailing a number of articles of the Law on Civil Defense.
