Establishing the National Civil Defense Steering Committee on the basis of merging 3 Steering Committees

Prime Minister Pham Minh Chinh decided to reorganize 3 national Steering Committees into the National Civil Defense Steering Committee.

Politburo member and Prime Minister Pham Minh Chinh signed Decision No. 1585/QD-TTg dated July 23, 2025 to reorganize the National Civil Defense Steering Committee; National Steering Committee on Natural Disaster Prevention and Control; National Committee for Natural Disaster response, Search and Rescue into the National Civil Defense Steering Committee.

Decision No. 1585/QD-TTg clearly states: The National Civil Defense Steering Committee (Steering Committee) is an inter-sectoral coordination organization, with the function of advising the Government and the Prime Minister in organizing, directing and operating civil defense activities nationwide; directly directing the Civil Defense Commands of central ministries, branches and the Provincial Civil Defense Commands.

The Steering Committee advises the Prime Minister on developing and implementing policies, laws, strategies, projects, plans and directives for the Prime Minister on civil defense activities, natural disaster response, disaster search and rescue.

The Steering Committee is responsible for directing and coordinating ministries, ministerial-level agencies, agencies under the Government, relevant agencies, organizations, and localities to carry out civil defense activities; promulgate and abolish civil defense levels.

Coordinate specialized and concurrent civil defense forces to ensure the prevention, response and overcoming of consequences of incidents and disasters nationwide, and be ready to participate in international activities on humanitarian assistance and disaster relief.

Propagating, disseminating, educating about law and knowledge; organizing training, coaching, and drills; building works and ensuring equipment; international cooperation; preliminary review, summarization, and reward for civil defense activities.

According to the decision, Prime Minister Pham Minh Chinh is the Head of the Steering Committee.

The Deputy Heads of the Steering Committee include: Deputy Prime Minister Tran Hong Ha (Deputy Head of the Standing Committee); Minister of National Defense, General Phan Van Giang; Minister of Public Security, General Luong Tam Quang; Acting Minister of Agriculture and Environment Tran Duc Thang; Minister of Health Dao Hong Lan.

Members of the Steering Committee include: General Nguyen Tan Cuong - Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense (permanent member); Minister, Head of the Government Office Tran Van Son; Minister of Industry and Trade Nguyen Hong Dien; Minister of Construction Tran Hong Minh; Minister of Science and Technology Nguyen Manh Hung; Minister of Culture, Sports and Tourism Nguyen Van Hung; Minister of Finance Nguyen Van Thang; Minister of Education and Training Nguyen Kim Son; Minister of Justice Nguyen Hai Ninh; Minister of Home Affairs Pham Thi Thanh Tra; Lieutenant General Dang Hong Duc, Deputy Minister of Public Security; Deputy Minister of Foreign Affairs Le Thu Thu Thu Thuy; Deputy Director of the Ministry of Culture, Sports and Tourism Nguyen Van Hung; Deputy Director of the Vietnam People's Committee Nguyen Van Thang; Deputy Director of the Vietnam General Department of State; Deputy Director of the Vietnam General Department of State, Nguyen Thi Thi Thien Trang; Deputy Director of the Vietnam General Department of Public Security Nguyen Thi Thien Trang.
