Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 999/QD-TTg dated September 4, 2025 promulgating a plan to implement Decree No. 200/2025/ND-CP dated July 9, 2025 of the Government detailing a number of articles of the Law on Civil Defense.
Regarding the consolidation and completion of the mechanism for directing and operating civil defense, ministries, ministerial-level agencies, and agencies under the Government shall preside over the reorganization of the Ministry-level Civil Defense - Natural Disaster Prevention and Control and Search and Rescue Command into the Ministry-level Civil Defense Command.
The People's Committees at the provincial and commune levels will preside over the reorganization of the Civil Defense - Disaster Prevention and Control and Search and Rescue Commands at the provincial and commune levels into the Civil Defense Commands at the provincial and commune levels.
Ministries, branches and localities issue regulations on the operation of the Civil Defense Command at all levels.
The Ministry of Finance shall preside over guiding a number of specific expenditure contents and expenditure levels in the budget expenditure for civil defense activities (Clause 2, Article 49 of the Decree); amend or issue a new Decision to replace Decision No. 118/2008/QD-TTg dated August 27, 2008 of the Prime Minister promulgating the Regulations on financial management for search and rescue, disaster response activities.
At the same time, a new circular is being developed to replace Circular No. 92/2009/TT-BTC dated May 12, 2009 and Circular No. 85/2020/TT-BTC dated October 1, 2020 of the Ministry of Finance.
Ministries, ministerial-level agencies, and agencies under the Government shall guide the methods and statistical procedures in accordance with the management field.
The Ministry of Health shall preside over and coordinate with the Ministry of Finance and relevant agencies and localities to issue a mechanism for payment of medical examination, treatment, environmental treatment, and prevention and control of dangerous epidemics in civil defense.
The Ministry of Science and Technology is responsible for regulating the numbers and frequencies of emergency care and emergency care; ensuring priority for the use of communication means to serve the direction and operation of civil defense.
Regarding the construction of specialized and concurrent civil defense forces at ministries, branches, localities, ministries, ministerial-level agencies, and agencies under the Government; the People's Committee at the provincial level shall coordinate with the Ministry of National Defense and relevant agencies to review and perfect the organization and staffing of specialized and concurrent civil defense forces.
The Ministry of National Defense will build an international humanitarian emergency relief center for Vietnam in 2025.
Regarding the review and adjustment of civil defense plans, in 2025 and every 5 years, the Office of the Steering Committee will preside over and coordinate with the Civil Defense Command at the ministerial and provincial levels to develop and adjust national civil defense plans.
Every year, the Civil Defense Command of the Ministry level presides over and coordinates with the Steering Committee Office; the Provincial Civil Defense Command to review and adjust the civil defense plan at the ministerial level.
The Provincial and Commune Civil Defense Commands preside over and coordinate with the Steering Committee Office; The Ministry Civil Defense Commands regularly review and adjust civil defense plans at the provincial and commune levels.
