Implementing the 2026 legislative program, at the 4th Session, July 8, 2026, the National Assembly Standing Committee approved Ordinance No. 05/2026/UBTVQH16 amending and supplementing a number of articles of the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution.
The Ordinance has promptly amended regulations that are no longer suitable for the new organizational structure of the Government and the 2-level local government model, and at the same time removed difficulties and obstacles in recognizing and implementing preferential policies for people with meritorious services to the revolution in the past time.
Thereby ensuring the goal of continuing to comprehensively care for the health, material and spiritual life of people with meritorious services to the revolution and relatives of people with meritorious services to the revolution.
Preferential regimes for people with meritorious services to the revolution and relatives of people with meritorious services to the revolution are identified and adjusted to suit the socio-economic conditions of the country in each period;
Ensure that people with meritorious services to the revolution and families of people with meritorious services to the revolution have a living standard from average to fairly good compared to the living standard of the residential community where they reside.
The amendment and supplementation of this Ordinance is of particularly profound significance and demonstrates the responsibility, concern, and gratitude of the Party, State, and people, implementing the tradition of "When drinking water, remember the source" of our nation towards those who sacrificed their blood and bones to protect the independence and freedom for the Fatherland and build and protect the Fatherland, fulfilling international obligations.
The Ordinance supplements the subjects recognized as people with meritorious services to the revolution as people who participated in the resistance war to liberate the nation, protect the Fatherland, and perform international duties.
In which, the Ordinance supplements recognition of people performing duties at borders and islands; performing international duties in Laos, Cambodia and being awarded the Military Exploit Order by the State (currently 85,578 people) as people with meritorious services to the revolution (amended and supplemented Article 35 of the current Ordinance).
This addition aims to recognize the contributions and timely encourage those who have made many contributions in the cause of national defense and international duty.
Supplementing the allowance regime for servants for revolutionary activists before January 1, 1945 (veteran revolutionary cadres) and revolutionary activists from January 1, 1945 to the August Revolution in 1945 (Pre-Revolutionary cadres).
According to the current Ordinance, the subsidy regime for servants is applied to a number of groups of people with meritorious services who have particularly severe health conditions or reduced self-service ability in daily life (such as Vietnamese Heroic Mothers, wounded soldiers, sick soldiers, people enjoying policies like wounded soldiers, people participating in the resistance war who were infected with chemical toxins with a body injury rate of 81% or more living in families).
Reality shows that the majority of veteran revolutionary cadres and pre-insurrection cadres are now old (from 90 years old and older), their health has declined, and in many cases they are no longer able to serve themselves and need regular care in daily life.
The addition of subsidy regimes for servants for these subjects is consistent with the policy of continuing to improve preferential policies for people with meritorious services in the direction of expanding beneficiaries, improving the level of care for people with meritorious services who are old and weak; contributing to better ensuring living conditions, health care and expressing the ethical principle of "When drinking water, remember the source" of the nation in the current period.
Implementing this policy, 793 veteran revolutionary cadres and Pre-insurrection cadres were supplemented with service allowance regimes.
This Ordinance takes effect from January 1, 2027.
