The Ministry of National Defense issued Circular No. 103/2026/TT-BQP regulating the adjustment of monthly allowances for soldiers and cipher officers receiving salaries as for demobilized, discharged, and resigned soldiers.
Applicable subjects include:
Military personnel who have been demobilized and discharged are receiving monthly allowances according to the provisions of Decision No. 142/2008/QD-TTg dated October 27, 2008 of the Prime Minister on implementing the regime for military personnel participating in the anti-American resistance war for national salvation who have worked in the Army for less than 20 years and have been demobilized and discharged to their localities, amended and supplemented by Decision No. 38/2010/QD-TTg dated May 6, 2010 and Decision No. 22/2025/QD-TTg dated July 10, 2025 of the Prime Minister.
Military personnel and cipher officers receiving salaries are the same as military personnel who have been demobilized, discharged from the army, or quit their jobs and are receiving monthly allowances according to the provisions of Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister on regimes and policies for subjects participating in the war to protect the Fatherland, performing international duties in Cambodia, helping Laos after April 30, 1975 who have been demobilized, discharged from the army, or quit their jobs, amended and supplemented by Decision No. 22/2025/QD-TTg.
Regarding the calculation method and adjustment level, the Circular clearly states an additional 8% increase on the monthly allowance level of June 2026 for the above subjects according to the following formula:
The monthly allowance level after being adjusted upwards is as follows:
From 15 years to less than 16 years, the allowance level is 2,838,000 VND/month;
From 16 years to less than 17 years, the allowance level is 2,966,000 VND/month;
From full 17 years to under 18 years, the allowance level is 3,097,000 VND/month;
From 18 years to less than 19 years, the allowance level is 3,227,000 VND/month;
From full 19 years to under 20 years, the allowance level is 3,353,000 VND/month.
Circular 103/2026/TT-BQP takes effect from July 30. However, regulations on adjusting allowances are implemented from July 1.
The funding for implementing the adjustment of monthly allowances for subjects specified in this Circular is supplemented by the central budget targetedly to the local budget and assigned to the provincial People's Committees for implementation.
