On the morning of December 11, with 410/427 delegates participating in the vote, the National Assembly officially passed the Resolution on investment policy for the Gia Binh International Airport construction investment project (Gia Binh airport).
Accordingly, the investment policy for the Gia Binh airport construction investment project is approved according to international standards, becoming a smart, green, sustainable, new generation airport of international class, meeting the needs of socio-economic development, serving dual-use exploitation, ensuring security - defense activities and important foreign affairs events, including the 2027 APEC Summit.
The project meets the 5-star international airport service standard, is in the group of top 10 5-star airports in the world according to Skytrax's criteria and is in the group of airports with excellent passenger experiences according to the International Airport Council.
This airport is aimed at being the gateway to the Northern region, a transit airport for passengers, cargo and aircraft maintenance, repair and maintenance facilities in the Asia-Pacific region.
The implementation location is in Gia Binh, Luong Tai, Nhan Thang, Lam Thao communes, Bac Ninh province.

In terms of scale, Gia Binh airport meets level 4F (according to the standards of International Civil Aviation Organization - ICAO); meets the exploitation needs of about 30 million passengers/year and 1.6 million tons of cargo/year by 2030; about 50 million passengers/year and 2.5 million tons of cargo/year by 2050.
The total investment capital of the project is about VND 196,378 billion; of which the investor's equity must be guaranteed to not be lower than 15% of the total investment capital of the project.
According to the Resolution, the form of investor selection is implemented according to the provisions of Resolution No. 03/2025/NQ-CP of the Government on specific mechanisms and policies for investment in the construction of Gia Binh airport.
Regarding the project implementation progress, it is divided into 2 phases. Phase 1 (from 2025-2030): in which, from 2025-2027, the construction of necessary works will be completed to serve the APEC Summit in 2027; from 2026-2030, the construction of the remaining works of phase 1 will be completed to ensure synchronous operation and exploitation to meet the capacity of 30 million passengers/year and 1.6 million tons of goods/year.
Phase 2 (from 2031-2050) completes the construction of works to meet the capacity of 50 million passengers/year and 2.5 million tons of goods/year.
The project's operation period is 70 years.
The land use demand for the project is about 1,884.93 hectares, of which about 922.25 hectares are land for growing rice with 2 or more crops; carry out one-time land recovery according to the planning scale and change the land use purpose according to the provisions of law.
The Resolution assigns the People's Committee of Bac Ninh province to allow the movement of historical and cultural relics (at all levels) during the implementation of compensation, support, resettlement and project investment.
The relocation is carried out on the basis of a plan decided by the People's Committee of Bac Ninh province, ensuring maximum preservation and promotion of the value of the relics, ensuring publicity, transparency, and consultation with the people. If any problems arise during the implementation process, the Government will guide them.
