On the morning of January 7, the Presidential Office held a press conference to announce the President's order on 12 laws passed by the 15th National Assembly at the 10th Session, including the Law amending and supplementing a number of articles of the Law on Anti-Corruption; the Law Amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations.
These laws take effect from July 1, 2026.
Introducing the new contents of the laws, Deputy Inspector General of the Government Le Tien Dat said that the law has amended and supplemented regulations on evaluation criteria for anti-corruption work in the direction of general regulations on evaluation contents to suit the state management functions of ministries, branches, and localities.
The Law assigns the Government to stipulate evaluation criteria to ensure the proactiveness and accountability of ministries and provincial-level People's Committees in anti-corruption work.
Regulations on accountability are also amended and supplemented to ensure the institutionalization of Directive 53 dated October 26, 2025 of the Politburo.
Accordingly, agencies, organizations, units, and individuals are responsible for explaining their decisions and actions in performing assigned tasks and duties when requested by agencies, organizations, units, and individuals directly affected by those decisions and actions.

The Deputy Inspector General of the Government added that regulations on asset and income control agencies have also been amended and supplemented.
This is to overcome difficulties and obstacles in controlling assets and income and institutionalize Decision No. 56 on the Regulation on coordination between agencies controlling assets and income and Regulation No. 296 on inspection, supervision and discipline of the Party.
Notably, this law has amended and supplemented regulations on asset value, income level to be declared and additional declaration to suit current actual conditions.
The law stipulates that the value of each type of asset to be declared is from 150 million VND or more and the value of assets and income to be additionally declared is from 1 billion VND or more" - Deputy Inspector General of the Government said.
The Law also amends and supplements regulations on the scope of subjects subject to the obligation to declare assets and income in state-owned enterprises; stipulates that people assigned to participate in the management and administration of state-owned enterprises holding over 50% of charter capital are obliged to declare assets and income.
The Government is assigned to regulate cases where assets and income must be declared at state-owned enterprises.
Many new regulations on citizen reception, settlement of complaints and denunciations
At the press conference, Deputy Inspector General of the Government Le Tien Dat informed about the new points of the Law Amending and Supplementing a Number of Articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations.
The Law has supplemented many important regulations, among which, the most prominent are: supplementing regulations on online citizen reception; temporary suspension, suspension of complaint resolution; withdrawing part of the content of complaints.
The law has allowed continued resolution when the complainant does not attend the dialogue; and at the same time supplemented the principle of determining the authority to resolve denunciations in cases not yet regulated by law.
The Law has amended and improved regulations on subjects exercising the right to complain and many regulations to clarify the authority and responsibility of subjects related to citizen reception and complaint and denunciation settlement.
