On November 26, the General Staff of the Vietnam People's Army (VPA) issued an urgent dispatch No. 6869/CD-TM to the Military regions: 4, 5, 7; Military branches: Air Defense - Air Force, Navy; Border Guard, Vietnam Coast Guard, on responding to storm No. 15 (Koto).
The dispatch clearly stated that on the night of November 25, 2025, Typhoon Koto entered the eastern sea of the central East Sea, becoming the 15th storm of 2025. The storm is likely to strengthen and head towards the Central region.
To proactively respond to storms in the context of the Central region continuing to overcome the consequences of historic rain and floods, causing serious damage in the recent past, the General Staff requested agencies and units to strictly maintain the on-duty regime, proactively monitor and grasp the developments of storm No. 15 and the circulation after the storm causing heavy rain; deploy preventive measures, ensure the safety of storms, warehouses, and works under construction; prepare forces and means to be ready to respond promptly and effectively when situations arise; ensure absolute safety of people and vehicles when performing their duties.
Military regions 4, 5, 7 direct the Military Commands of provinces and cities to proactively advise local Party committees and authorities to inspect and review response plans and solutions in accordance with reality; coordinate with departments, branches and sectors to review and identify key areas of natural disasters, areas at risk of flash floods, landslides, dykes, embankments, lakes, vulnerable dams, flooded and isolated areas, especially areas severely affected by the recent heavy rain.
Agencies and units proactively help authorities and people build houses, evacuate households in areas at high risk of landslides, flash floods, and deep flooding to safe places; ensure the safety of vulnerable works, unfinished works, industrial parks, urban areas, residential areas and production activities, and prevent unfortunate damage to people due to carelessness and subjectivity; prepare forces and means to respond, overcome the consequences and search and rescue.
The General Staff requested the Vietnam Navy and Coast Guard to grasp the weather and developments of storm No. 15, ensure the safety of forces and vehicles when performing missions at sea; proactively mobilize forces and means, and be ready to participate in search and rescue when required.
The Air Defense - Air Force and the 18th Army Corps inspect and review plans, organize forces and vehicles, and be ready to conduct search and rescue flights on the air when ordered by the Ministry of National Defense.
The Border Guard Command directs the Border Guards of coastal provinces and cities from Quang Tri to Lam Dong to coordinate with local authorities and functional agencies, promptly notify owners of vehicles and captains of ships and boats operating at sea of the location and direction of the storm to proactively prevent, avoid, and ensure safety for people, vehicles, and property; prepare forces and means to carry out rescue work when situations arise.
