Allocate about 160,000 billion VND for ethnic minority and mountainous areas

The Prime Minister emphasized the need for priority policies, priority resources, and priority credit for ethnic minority and mountainous areas.

On the morning of August 13, Prime Minister Pham Minh Chinh chaired a national conference to summarize the national target program for socio-economic development in ethnic minority and mountainous areas ( program).

Concluding the conference, the Prime Minister pointed out 8 outstanding achievements, 5 remaining limitations and proposed key groups of tasks and solutions for the coming period, with the resolutely "no matter how difficult it is, it must be done".

Regarding achievements, first of all, the Prime Minister emphasized that the policy is correct and accurate.

Second, the Party's will is in harmony with the people's will.

Third, policies go hand in hand with the budget.

Fourth, the decision goes hand in hand with propaganda and mobilization.

Fifth, the people agreed, businesses supported, the army and police actively and effectively participated.

Sixth, more equal access to education, health care, and culture.

Seventh, more inclusive, comprehensive, and sustainable development.

Eighth, the material and spiritual life of ethnic minority and mountainous areas has been improved.

The Prime Minister emphasized that developing ethnic minority areas is not only a responsibility and obligation but also an "order from the heart", demonstrating national love, compatriotism and noble humanity.

" Inclusive, comprehensive, sustainable development and leaving no one behind... Therefore, no matter how difficult it is, we must do it, the more pressure, the more effort. Working must be effective, balanced, measurable, and Qualities" - the Prime Minister said.

To achieve higher efficiency, the Prime Minister proposed 10 groups of tasks and solutions that need to be focused on:

Continue to raise awareness: Determine investment in ethnic minority areas as investment for common development. It must be done with all our heart in the spirit of "talking the truth, thinking the truth, doing the truth and being truly effective".

Continue to improve institutions, mechanisms, and policies: Concretizing the Party's policies and the State's laws, with clear priority policies.

Allocate resources: In the next 5 years, the budget for the program is expected to increase by about 10-15% (about 150,000-160,000 billion VND, compared to 137,000 billion VND for this term); mobilize other legal resources for the program; focus on creating jobs, livelihoods for people; access to equal healthcare, education, culture, especially preventive medicine, grassroots healthcare, school consolidation and development of transportation, telecommunications, electricity, water infrastructure.

Link development: Build community linkage models, thereby forming cooperatives and enterprises, applying science and technology and digital transformation.

Develop specific programs and projects: Focus on projects to combat climate change and ensure social security.

Regarding security - defense: Building a solid national defense posture, a solid people's security posture and a solid people's heart posture.

Prioritize investment in implementing the Politburo's resolutions: Have priority policies to implement major resolutions on science and technology, integration, private economic development...

Conserving and developing culture: Promoting the cultural identity of ethnic groups, considering this an endogenous strength. Because there is culture, there is nation. Link culture with the development of the cultural industry and the entertainment industry.

Develop a priority credit package: Assign the State Bank and the Social Policy Bank to develop a credit package and preferential fiscal policies (taxes, fees) to help people escape poverty sustainably and get rich.

Design measurement tools: Build a toolkit to monitor and evaluate implementation efficiency objectively.
