On the morning of August 13, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired a national conference to summarize and evaluate the implementation results of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030.
Co-chairing the conference were: Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee for the Fatherland Front of Vietnam Do Van Chien; Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh; Party Central Committee member, Deputy Prime Minister Mai Van Chinh; Party Central Committee member, Vice Chairman of the National Assembly Vu Hong Thanh; Party Central Committee member, Minister of Culture, Sports and Tourism Dao Ngoc Dung.

Speaking at the opening of the conference, the Prime Minister emphasized that implementing this program is not only a responsibility and obligation but also a deep affection, an order from the heart, with noble humanity towards the ethnic minorities in the mountainous areas.
These are places that are very difficult in terms of transportation, transportation, education, healthcare, clean water, environmental sanitation, and livelihood issues for people.
The Prime Minister expressed concern about the current way of doing things being "msuggled" and "divided", without concentration, focus, and key points. The Prime Minister requested that there should be highlights and more effective ways of organizing and decentralizing policies to truly come into life.
Therefore, the Prime Minister requested the participation of the entire political system, with responsibilities clearly decentralized from the central to local levels. "What the central government does, what the provincial level does and what the grassroots level must do, must be decentralized", the Prime Minister directed.

The head of the Government emphasized that where capital is allocated, it must be implemented by the provincial level, the implementation organization must be at the grassroots level. It is necessary to learn from the recent experience that the Central Government decentralized each project but could not do it all.
The Prime Minister noted that the way of thinking and working must be innovative to be effective. Recently, the national target program has been cumbersome in many areas, with many levels, and has not been decentralized or delegated specific authority, so it has always been behind schedule and slow to disburse. This leads to money that cannot be disbursed because our organization method is not scientific.
The Government leaders also emphasized the need to perfect institutions for ethnic minorities and mountainous areas.
Next, although prioritizing resources, there must be a focus and key points; there must be a specific program; training and fostering human resources; transferring science and technology for socio-economic development.

The Prime Minister also emphasized building brands for products; applying science, technology, digital transformation; linking with businesses.
The Prime Minister once again affirmed the Government's determination to continue to effectively implement the national target program, aiming to comprehensively improve the material and spiritual life of ethnic minorities, contributing to strengthening the great national unity bloc and firmly protecting national security.
