On February 24, the Government Office issued Notice No. 82/TB-VPCP summarizing the conclusion of Prime Minister Pham Minh Chinh at the field inspection and meeting on the implementation of the two expressway projects Huu Nghi - Chi Lang and Dong Dang - Tra Linh.
The Prime Minister requested Cao Bang and Lang Son provinces to urgently review and direct the implementation to do better, faster progress but must ensure quality, technical and aesthetics, project safety, and traffic safety.
Complete the dossier in accordance with regulations, inaugurate two expressway projects Huu Nghi - Chi Lang and Dong Dang - Tra Linh phase 1 on the occasion of Uncle Ho's birthday, May 19, 2026.
The Prime Minister agreed in principle to supplement capital for the two projects to be completed thoroughly, not spread out; requested the Ministry of Finance to quickly balance legal capital sources (revenue increase sources, contingency sources, public investment...), and report to the Standing Committee of the Government for decision according to their authority before February 28, 2026.
Regarding the increased revenue of the locality, it is proposed that the two provinces focus on social security and investment in the development of local projects and works connected to highways effectively, not spread out, with priority selection; in the process of implementation, not to let negativity, corruption, waste, and group interests occur; organize inspections and examinations before, during and after investment, not to let small shortcomings accumulate into major violations.
Regarding the organization of implementation, the Prime Minister requested the Provincial Party Secretaries, Chairmen of the People's Committees of the 2 provinces and the entire political system to get involved, especially the site clearance work (completed before March 15, 2026), resettlement, and stabilization of people's lives.
Inspired by the Dong Khe Campaign directly directed by Uncle Ho and commemorating the 85th anniversary of Uncle Ho's return to the country, in Dong Khe, Cao Bang, the Prime Minister launched the Dong Khe Campaign 2026: 85 days and nights to complete phase 1 of the two expressway projects Huu Nghi - Chi Lang and Dong Dang - Tra Linh before May 19, 2026.
At the same time, assigning the Ministry of Construction to submit to the Prime Minister a decision to establish the Campaign Command before February 25, 2026 in accordance with regulations.
The Campaign Command is headed by Minister of Construction Tran Hong Minh; Deputy Commanders are: Deputy Minister of National Defense, Chairman of the People's Committees of Lang Son and Cao Bang provinces, Mr. Ho Minh Hoang - Chairman of the Board of Directors of Deo Ca Group Joint Stock Company.
Regarding the Bac Kan - Cao Bang expressway, the Prime Minister requested the Cao Bang Provincial People's Committee - the managing agency to direct consultants to review and accurately recalculate the total investment of the project, and explain convincingly the urgency of investment in socio-economic development, security, and national defense in the Thai Nguyen - Cao Bang region as a basis for considering and deploying urgent construction investment according to their authority, in accordance with the provisions of the Law on Public Investment.
Regarding capital for the project, in principle, localities allocate funds for site clearance, and the central budget supports construction and installation. The Ministry of Finance balances and mobilizes legal capital sources to allocate for the project; guides the province to implement in accordance with processes, procedures and legal regulations.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha and Minister of Construction Tran Hong Minh to direct Cao Bang province to implement the project with the spirit of "local decision, local action, local responsibility", urgently complete all procedures, strive to start construction on May 19, 2026 and construct at the latest for about 3 years, without prolonging and allowing negativity, corruption, waste, and group interests to occur.
