On the afternoon of February 20, in Dong Khe commune (Cao Bang), Prime Minister Pham Minh Chinh chaired a working session with central ministries, branches and two provinces Cao Bang, Lang Son to remove obstacles and promote the progress of the Huu Nghi - Chi Lang (Lang Son), Dong Dang (Lang Son) - Tra Linh (Cao Bang), Bac Kan (Thai Nguyen) - Cao Bang expressway projects.
At the working session, leaders of the Ministry of Construction reported that currently on the Dong Dang - Tra Linh route, contractors have deployed more than 1,300 equipment and 2,800 personnel on 210 construction fronts; the volume of excavation and embankment reached nearly 40 million m3. The project has opened 85/93km, the production value of phase 1 reached about 65% of the contract.

For phase 2 (Dong Dang - Tra Linh route), Cao Bang province is reviewing the investment plan to expand 93.35km already built and newly built nearly 27.7km connecting to Tra Linh international border gate, striving to complete it in 2027, about 1 year earlier than planned.
Proposal to supplement more than 8,200 billion VND
At the working session, Cao Bang province proposed that the Government and ministries and sectors consider supplementing over 8,200 billion VND that is still lacking for the Dong Dang - Tra Linh project to ensure progress and investment efficiency.
At the same time, it proposed to allow the application of a special public investment mechanism for the Bac Kan - Cao Bang expressway project to shorten procedures and be ready to start construction on May 19, 2026.
Concluding the working session, Prime Minister Pham Minh Chinh highly appreciated the proactiveness of the two localities and related units, saying that the biggest difficulties have basically been removed.
He assessed that Cao Bang in the past year achieved "6 more": more drastic direction; larger project scale; faster progress; more savings; more mature local businesses; more open development space.


The Prime Minister requested relevant parties to accelerate progress and be determined to inaugurate the Dong Dang - Tra Linh expressway phase 1 on May 19, 2026.
Launching "Dong Khe Campaign 2026" - 85 days and nights to complete the project
With a drastic spirit, the Prime Minister launched the "Dong Khe Campaign 2026" lasting 85 days and nights to complete phase 1 of the project.
The Ministry of National Defense is requested to mobilize forces to participate in appropriate tasks; the entire political system is involved.
Units must review progress and develop detailed plans in the spirit of clear people, clear tasks, clear time, clear responsibilities, clear products, and clear authority.
At the same time, creating conditions for local businesses to participate in the supply chain, increase jobs, access technology and modern management.
Regarding capital sources, the Prime Minister assigned the Ministry of Finance to urgently balance legal sources to allocate additional funds for the Dong Dang - Tra Linh project.
For the Bac Kan - Cao Bang expressway, the Prime Minister agreed in principle to deploy according to the emergency security - defense mechanism; requesting completion of procedures before May 19, 2026 to be ready for commencement.

In the afternoon of the same day, the Prime Minister visited and wished Tet to the people of the Dong Khe resettlement area, hoping that people would soon stabilize their lives, continue to develop production, increase income, and contribute to the locality's breakthrough in the new period.

Following that, in the late afternoon, Prime Minister Pham Minh Chinh visited, presented gifts, and encouraged the Border Guard force and functional forces on duty at Tan Thanh Border Gate (Lang Son).
