In the afternoon of August 21, the National Assembly discussed at the hall about the Draft Law on Housing (amended).
At the discussion session, many delegates focused on contributing opinions on policies for developing social housing, rental housing; the term of use of apartment buildings; renovation and reconstruction of old apartment buildings; housing design models; selling prices, rental prices of social housing and housing policies for specific groups.
Speaking to receive the opinions of National Assembly deputies, Member of the Party Central Committee, Minister of Construction Tran Hong Minh said that the Ministry of Construction will absorb the maximum contributions and will complete the dossier of the revised Housing Law.
Regarding selling prices, rental prices and subjects eligible to buy and rent social housing, Minister Tran Hong Minh said that the 2023 Housing Law and government decrees have relatively specific regulations on the order and procedures for project implementation. Thereby contributing to removing difficulties for investors and localities, shortening the implementation time of social housing and rental housing projects.
The process is carried out proactively from surveying, designing, preparing projects, estimates to selecting consulting units, while still ensuring the management, inspection and supervision role of state agencies.
After the Department of Construction - the state management agency for construction in the locality inspects and appraises, the investor is allowed to disclose house sales information according to regulations.
Publicizing information about social housing projects, including information related to house sales, is also being implemented on the online environment and has initially been effective in some major localities such as Hanoi and Ho Chi Minh City.
This is considered a solution contributing to increasing transparency, helping people more conveniently access information and choose suitable housing.
Regarding the subjects eligible to buy social housing, the Minister said that the draft revised Housing Law stipulates 11 groups of subjects, of which 6 groups are policy beneficiaries.
Regarding the development of rental housing in urban areas, Minister Tran Hong Minh said that the draft revised Housing Law continues to maintain current regulations for urban areas.
Accordingly, in urban areas of type I, II, III, it is necessary to focus on housing development, and at the same time strictly prohibit the situation of subdivision and sale of land plots.
According to the Minister, this orientation aims to promote the development of housing types suitable for the urbanization process, while contributing to strictly managing land use and urban space organization.
Concluding the explanation, Minister of Construction Tran Hong Minh affirmed that the drafting agency will continue to study and fully absorb the opinions of National Assembly deputies to complete the dossier of the draft Housing Law (amended).
The goal is to continue to remove bottlenecks arising from practice, complete a more favorable legal corridor for the development of housing supply, especially social housing and rental housing; and at the same time ensure that people have more opportunities to access suitable and safe housing.
