On October 22, in Sihanoukville city, Preah Sihanouk province, Kingdom of Cambodia, the working delegation of the Coast Guard Region 4 Command led by Colonel Nguyen Van Tranh, Deputy Commander of the Law, had a working session with the Cambodian Forward tactical Command.
Participating in receiving the delegation were: Vice Admiral Ly Hout - Commander of the Forward Strategy Command, National Committee for Maritime Security of Cambodia Chairman of the delegation; Mr. Ek Chanpuly - Deputy Director of the Coast Guard Department of Cambodia.
The conference was co-chaired by Colonel Nguyen Van Tranh - Deputy Commander of the Law, Command of Coast Guard Region 4 and Mr. Vice Admiral Ly Hout - Commander of the Cambodia Forward tactical Command.
This is an annual activity, aiming to learn from the effectiveness of information exchange activities between the Coast Guard Region 4 Command and the Cambodian Forward Strategic Command, contributing to consolidating and promoting the effectiveness of the hotline communication mechanism, strengthening the close relationship between the two sides.
In recent times, exchanges and communication between the two sides have been carried out regularly and continuously, contributing to building trust and strengthening the cooperative relationship. In 2025, the Coast Guard Region 4 Command sent 7 letters and received 6 letters from the Cambodian Forward Strategy Command on the incidents.
The information exchange was carried out in accordance with the Hotline Communication Mechanism Protocol signed between the Vietnam Coast Guard and the National Committee for Maritime Security of Cambodia on December 21, 2017 in Phnom Penh, Cambodia. The areas of information exchange between the two sides include: Fishing vessels operating illegally, fisheries disputes; illegal entry and exit at sea; accidents at sea, search and rescue, marine environmental protection; violations, crimes, smuggling; related tasks related to terrorism, security, order and safety.
Speaking at the conference, Colonel Nguyen Van Tranh - Deputy Commander of the Law emphasized: The Coast Guard Region 4 Command always attaches importance to and maintains a united and friendly relationship with the Cambodian Forward tactical Command. Hopefully, the two sides will continue to increase information exchanges, maintain a close coordination mechanism, especially in managing border waters, fighting against law violations... It is recommended that in the coming time, the two sides continue to exchange information on the security and order situation, safety at sea, especially cases where Cambodian authorities inspect and handle Vietnamese fishing vessels operating in the Historical waters. The two sides will strive to continue building a sea of peace, stability, friendship, and cooperation commensurate with the good relationship and affection between the two countries.

Vice Admiral Ly Hout - Commander of the Forward Strategy Command, General Secretary of the National Maritime Security Committee of Cambodia expressed his honor and joy at welcoming the working delegation of the Coast Guard Region 4 Command to visit and work. Mr. Ly Hout emphasized: We always attach importance to the cooperative relationship with the Coast Guard Region 4 Command - a sincere, trustworthy and responsible partner. In the context of many complicated developments in the regional situation, it is especially important for the two sides to regularly exchange, share information, and support each other in controlling the border waters. These practical cooperation activities not only contribute to maintaining order and safety at sea but also enhance solidarity and mutual understanding between the people of Cambodia and Vietnam.
Vice Admiral Ly Hout hopes that in the coming time, the two sides will promote the achieved results, regularly exchanging information on the signed contents, in order to strengthen the relationship of friendship and cooperation, contributing to building peace and friendship at sea and developing the region.
