On August 22, the People's Committee of Khanh Hoa province issued a document requesting departments, branches, sectors, and commune-level People's Committees to focus on removing difficulties and obstacles in the process of implementing administrative procedures (AP) and online public services according to the 2-level local government model.
Accordingly, units must strictly sign full and correct numbers; do not require additional documents outside of regulations; promote communication, instruct people to use online public services, and pay online.
Community digital technology groups and youth unions are assigned to support people and reduce the burden on public administrative centers, especially at the commune level.
The Provincial People's Committee requests departments and branches to urgently compare the list of administrative procedures and online public services with the National Public Service Portal; review the internal process that has been implemented compared to the decision to announce and submit inappropriate content to the Provincial People's Committee Office for adjustment.
At the same time, research and integrate video instructions and professional support hotlines so that civil servants and public employees can look up or receive assistance immediately when they are in trouble.
Khanh Hoa Provincial Police are assigned to coordinate with the Ministry of Public Security to deploy additional points for handling administrative procedures on citizen identification in communes, especially in disadvantaged areas, ensuring that people do not have to travel more than 10km to perform services.
The Department of Science and Technology accelerates the provision of digital signatures for public duties, organizes digital skills training sessions, and operates the system for commune-level cadres, prioritizing the online learning platform MOOC.
The Provincial People's Committee Office will coordinate with the system provider to merge the old electronic data warehouse, build a data mining interface on the new system, and integrate virtual assistants to improve service efficiency.
