According to the proposal, the Department of Finance will be established on the basis of merging the Department of Finance and the Department of Planning and Investment; the Department of Construction will be established on the basis of merging the Department of Construction and the Department of Transport, and at the same time receive the functions, tasks and staffing of the Provincial Traffic Safety Committee Office;
The Department of Science and Technology on the basis of merging the Department of Science and Technology and the Department of Information and Communications (changing functions, tasks, and organization of the state management apparatus of the press and publishing from the Department of Information and Communications to the Department of Culture, Sports and Tourism);
The Department of Agriculture and Environment, on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment, will take over the task and organize a state secretary on poverty reduction from the Department of Labor, War Invalids and Social Affairs.
The Department of Home Affairs, based on the merger of the Department of Home Affairs and the Department of Labor - Invalids and Social Affairs (transfer the task and organization of the state management apparatus for poverty reduction to the Department of Agriculture and Environment; transfer the task of state management of drug addiction treatment and post-drug addiction management to the Provincial Police; transfer the function and task of state management of social protection, children, prevention and control of social evils and the organization of the apparatus to the Department of Health; transfer the function and task of state management and organization of the apparatus for vocational education to the Department of Education and Training, and at the same time receive the function of state management of ethnic groups from the Office of the Provincial People's Committee).
After the arrangement, the Provincial People's Committee has 13 specialized agencies, including the departments: Science and Technology, Home Affairs, Provincial Inspectorate, Finance, Construction, Agriculture and Environment, Justice, Foreign Affairs, Education and Training, Industry and Trade, Department of Culture, Sports and Tourism, Health and Provincial People's Committee Office.
The above draft resolution of the Department of Home Affairs will be approved at the 25th Session of the 18th Provincial People's Council in the coming days to follow the arrangement, the departments after the merger will officially come into operation from March 1, 2025.
