On June 27, on behalf of the Politburo, Politburo member and Standing Secretary of the Secretariat Tran Cam Tu signed and issued Conclusion No. 171-KL/TW of the Politburo and the Secretariat on continuing to implement and complete the task of reorganizing the apparatus and administrative units.
The Conclusion clearly states the requirement for Party committees, agencies and units directly under the Central Government to continue to focus at the highest level, proactively, actively and resolutely seriously implement the policies and conclusions of the Central Government, the Politburo and the Secretariat on streamlining the apparatus of the political system associated with the two-level administrative units.
Party committees, agencies and units directly under the Central Government need to focus on synchronous and drastic direction so that the new apparatus can operate synchronously and smoothly; ensure normal activities of people and businesses, especially in the fields of handling administrative procedures, healthcare, education, culture, etc.; make the highest efforts to successfully complete the goals set for 2025 such as the GDP growth target of 8% or more, as well as socio-economic development goals, ensuring national defense, security, foreign affairs, and successfully organizing party congresses at all levels for the 2025-2030 term towards the 14th National Congress of the Party.
The Standing Committees of provincial and municipal Party Committees need to focus on developing documents for provincial-level party congresses after the merger to suit the new development space and space, and urgently complete it for lower-level congresses to participate in giving opinions.
The Conclusion also clearly stated that Politburo members and Secretariat members continue to direct provincial Party committees, city Party committees, and Party committees directly under the Central Government according to their assignments, grasp the implementation situation in localities (especially at the commune level), promptly direct, urge, support to resolve difficulties and problems, and handle newly arising issues to ensure the new apparatus operates effectively and smoothly.
Assign the Central Party Committees, the Government Party Committee, the National Assembly Party Committee, the Party Committee of the Fatherland Front, and Central organizations to lead and direct functional agencies and localities regularly, monitor and supervise the contents and tasks to ensure compliance with the goals, progress, and requirements set out in the conclusions of the Central Committee, the Politburo, and the Secretariat; be ready for the Ceremony to announce the resolutions and decisions of the Central and local governments on merging administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, the Fatherland Front of provinces, cities, communes, wards, and special zones by June 30, 2025; ensure the apparatus operates smoothly and effectively from July 1, 2025.
The Conclusion also clearly states that from July 1, 2025, provincial, municipal and party committees directly under the Central Government will carry out personnel work according to their authority, ensuring compliance with the regulations of the Party and State (enduring the validity of Conclusion No. 128-KL/TW, dated March 7, 2025 of the Politburo on personnel work policies).
The Politburo and the Secretariat assigned the Central Organizing Committee to continue to maintain periodic reports on the situation and results of the reorganization of the apparatus of the political system associated with the two-level administrative unit, especially the activities of the two-level local government.
The National Assembly Standing Committee assigned the National Assembly Party Committee to lead the National Assembly Standing Committee to provide specific instructions on special cases that allow the appointment of Chairmen, Vice Chairmen of People's Councils, heads of departments and delegates of People's Councils at the commune level; Chairmen, Vice Chairmen, members of People's Committees at the commune level (new) in communes that are not merged or merged.
