On the afternoon of December 5, with 439/443 delegates participating in the vote, the National Assembly passed the revised Law on Judicial Assessment (GDTP).
Another new point of the Law on GDTP (amended) is to expand the scope of establishing a GDTP office.
The Government said that this amendment to the law aims to institutionalize policies and instructions on mobilizing resources to socialize the homeroom sector. Accordingly, the scope of establishing a GDTP office is expanded in a number of fields and specialties.
Particularly specializing in appraisal of DNA, documents, digital and electronic traces, the law stipulates that the Office of the Director of Public Security is only allowed for civil and administrative litigation. Public appraisal agencies will conduct criminal proceedings.
Here, the Government continues to specify in detail the order and procedures for establishing, registering, and controlling the quality of activities of the Department of Education and Training Office.
During the law making process, some opinions suggested further expanding the scope of establishing a food safety office for areas such as environment, information and communication, science and technology, etc.
Explaining this content, the Government said that the above fields have arisen demand for appraisal, but the demand is not really large and regular. Therefore, it is not necessary to expand the scope of establishing a GDTP office in the immediate future.

The Law on Culture and Sports (amended) was also passed, stipulating that cadres, civil servants, public employees, officers, non-commissioned officers, soldiers, professional soldiers, workers, and public employees in agencies and units under the People's Army; officers, non-commissioned officers, soldiers, and workers in agencies and units under the People's Public Security are not allowed to establish a Culture and Sports office; Supplementing the authority of the public cultural organization under the provincial police.
In addition to conducting the current forensic autopsy, the public transport organization under the provincial police also has the authority to conduct a forensic injury assessment.
During the process of law making, some National Assembly deputies supported the new regulation as above. However, there are also opinions suggesting keeping it the same as it is now, the public transport organization under the provincial police only conducts forensic examination of the autopsy.
The Government said that it has directed the Ministry of Justice to coordinate with the Ministry of Public Security, the Ministry of Health and related units to consider the above content. Based on the Government's submission, the National Assembly Standing Committee basically approved this regulation, and proposed a more specific assessment of the advantages, limitations, and impacts of the policy.
After the Ministry of Public Security reported and the National Assembly Standing Committee concluded, the draft law stipulates that public food organization under the provincial police is allowed to conduct an autopsy and injury assessment. The Government shall specify this clause in detail.
This Law takes effect from May 1, 2026.
