The Government recently issued Decree No. 179/2024/ND-CP stipulating policies to attract and employ talented people to work in agencies, organizations, and units of the Party, State, Vietnam Fatherland Front, and socio-political organizations.
According to Decree 179/2024/ND-CP, talented cadres, civil servants and public employees are given priority in arrangement and use by the managing and using agencies and units as follows:
Priority selection when considering appointment to leadership or management positions or appointment to senior expert positions; in special cases, the competent authority will consider and decide on planning, age, and duration of holding equivalent positions when considering appointment.
Be sent to study experience, conduct research, and exchange science domestically or abroad related to the assigned expertise and profession at least once a year; receive full payment of expenses according to regulations during the period of study experience, research, and exchange science, except in cases where the law provides otherwise.
Be proactive in proposing to participate in international training courses, conferences and seminars to promote capacity and talent, meeting job requirements.
Additional allowances are not used to calculate compulsory social insurance, health insurance, and unemployment insurance (for civil servants).
Be fully reimbursed for expenses as prescribed when going on business trips or attending conferences domestically and abroad when directly related to the implementation of assigned programs, projects, and scientific tasks.
The Decree stipulates that the head of an agency, organization, management unit or the head of an agency, organization, or unit employing talented people according to the authority hierarchy is responsible for arranging annual vacations for talented people.
Accordingly, experts, managers, business administrators, and leading scientists who are Vietnamese or foreigners are arranged to have a 7-day domestic vacation with their family (no more than 5 people).
Talented officials, civil servants and public employees are arranged to have a 7-day domestic vacation with their family (no more than 4 people).
The cost of organizing a vacation is paid by the agency, organization, or unit that manages and employs talented people according to regulations.
Salary increase before term, salary increase according to agreement if having excellent achievements in performing tasks recognized by competent authority or being classified as excellent in completing tasks for 2 consecutive years from the date of recruitment decision.
Priority is given to renting public housing or borrowing money to buy a house in installments with the guarantee of agencies and organizations from the Social Policy Bank with preferential interest rates according to Government regulations.
Highest priority in the group of cadres, civil servants and public employees to buy social housing according to the provisions of law.
Talented people who make important contributions to the country are arranged public housing according to regulations of competent authorities.
The regime and policies are maintained during the time of being sent for training and development. In case the place of study is not in the locality of work, the regimes are the same as those for people sent for work.
The Decree also states the establishment of a National Talent Development Fund to support and encourage the development of Vietnamese talents in all areas of social life, not for profit.
For experts, managers, business administrators, and leading scientists, in addition to remuneration according to the signed labor contract, they can negotiate and enjoy bonuses and benefits from work results according to the agreement with the competent management agency.
