Assessing cadres effectively, ending responsibility evasion
That is a strong message given at the 1st Congress of the Da Nang City Party Committee, term 2025 - 2030.
Speaking at the Congress, Mr. Doan Duy Tan - Member of the Standing Committee, Head of the City Party Committee's Organization Committee emphasized that one of the key tasks is that cadres must be recognized through what they can do, through responsibility to the collective and the people, not just through reports or outstanding achievements.

He also pointed out that the situation of avoiding, shirking responsibility, not properly and fully performing responsibilities and tasks still exists in a number of cadres, party members, civil servants and public employees. This is a "bottleneck" that needs to be completely overcome if Da Nang wants to create a strong change in building a clean and strong Party Committee.
Da Nang City Party Secretary Luong Nguyen Minh Triet also emphasized the spirit of self-criticism and self-criticism in his opening speech of the Congress: We need to frankly acknowledge that the new city still has many limitations, shortcomings and bottlenecks that need to be focused on removing to develop faster, stronger and more sustainably. These issues have been raised by the City Party Committee Executive Committee in documents submitted to the Congress".
According to Mr. Triet, this Congress must promote the spirit of self-criticism and criticism, seriously evaluate comprehensively, draw lessons, and at the same time propose tasks, solutions, and breakthroughs for the new development stage.

In fact, in recent times, Da Nang has had many officials disciplined, even prosecuted for violating principles, lacking responsibility or taking advantage of their positions and powers. Negative incidents in land management, investment, and public finance not only affect the prestige of the Party Committee but also undermine the people's trust.
The strict handling of violations in the past by the Central and the City Party Committee shows the determination to clean up the team, while affirming that there are no forbidden areas and no exceptions in personnel work. It is from these lessons that the need for a transparent evaluation mechanism, associated with practical effectiveness, becomes even more urgent.
Enhance responsibility, dare to think, dare to do
Directing at the Congress, Politburo member and Standing member of the Secretariat Tran Cam Tu emphasized: the team of cadres, especially the leaders, must have courage, qualities, thinking and forecasting ability, dare to think, dare to do, dare to take responsibility for the common good. Only when each cadre puts the collective interests and the people's interests above them will leadership and management work be effective and create social consensus.
He suggested that Da Nang continue to improve the organization of the political system to be streamlined, effective and efficient; boldly tarnish young cadres and capable cadres; strengthen inspection and supervision, especially in areas prone to negative incidents.
This is both a requirement and a great expectation of the Central Government for Da Nang - a dynamic city of the Central region. Creating a fair and transparent assessment mechanism, while strictly handling officials who avoid and shirk responsibility will be an important basis for realizing this goal.

The city is aiming to become an ecological, smart city, an international financial center, high-tech and high-quality tourism by 2030. To realize this aspiration, the decisive factor is the team of cadres who are qualified, dedicated, and prestigious enough.
