Ready to enter the new phase
Immediately after summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee, Phu Yen province quickly completed the plan and project on the organization and apparatus arrangement of the political system towards streamlining, effective and efficient operation, and submitted it to the Central Committee for approval.
The plan to arrange and streamline the organizational apparatus will study the merger of the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department; End the activities of the Party Delegation and Party Executive Committee to establish Party committees of Party agencies, unions, People's Councils, provincial judiciary and provincial government Party committees.
In the government sector, Phu Yen will merge a number of departments, including: Department of Planning and Investment and Department of Finance; Department of Construction and Department of Transport; Department of Agriculture and Rural Development and Department of Natural Resources and Environment; Department of Science and Technology and Department of Information and Communications; Department of Home Affairs and Department of Labor, Invalids and Social Affairs.
In particular, the Religious Affairs Committee (under the Department of Home Affairs) along with its functions and tasks on poverty reduction from the Department of Labor, Invalids and Social Affairs will be transferred to the Provincial Ethnic Committee, expected to be renamed the Provincial Ethnic and Religious Committee.
In addition, Phu Yen province is also studying the termination of the Department of Foreign Affairs and transferring the foreign affairs function to the Provincial People's Committee Office; Continuing to study, arrange and streamline mass organizations assigned by the Party and State and local associations (expected to reduce 8 associations).
Through the reorganization, Phu Yen province reduced 1 Party Committee under the Provincial Party Committee, 1 provincial-level agency, 88 department-level units, 7 branches and equivalents, 133 public service units, 6 commune-level administrative units and 23 villages, hamlets and neighborhoods. The province also reduced 3,526 staff, streamlining 1,202 cases.
At the meeting with press agencies on the occasion of the Spring of At Ty 2025, Ms. Cao Thi Hoa An - Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Phu Yen province affirmed that the province's organizational structure is ready to enter a new phase. When the Central Government approves the arrangement plan, the province will take action and quickly streamline the apparatus, ensuring work efficiency and improving the quality of service to the people.
Officials voluntarily apply for early retirement
Ms. Cao Thi Hoa An informed that currently, the Standing Committee of the Provincial Party Committee and the Standing Committee of Phu Yen Provincial Party Committee have received applications for early retirement from a number of officials to reorganize and streamline the apparatus.
"Every revolution requires sacrifices and certain concerns, especially regarding human resources. We must acknowledge and commend comrades who voluntarily resign, put aside personal interests, sacrifice for the organization, and give opportunities to young people to contribute.
Therefore, we do not use the word "redundant" for these comrades, because that is a sign of respect. So that when the arrangement is completed, the comrades feel that they have fulfilled their obligations to the organization and the Party," said Ms. Cao Thi Hoa An.
The Standing Deputy Secretary of Phu Yen Provincial Party Committee emphasized that the restructuring and consolidation of the apparatus is to make it more streamlined and work more effectively and efficiently, not to regress.
"In the process of restructuring the apparatus, there will inevitably be certain difficulties and obstacles, however, the province will do its best and not obstruct any work," said Ms. Cao Thi Hoa An.
In the "revolution" of streamlining the apparatus, Ms. Cao Thi Hoa An also encouraged cadres who were assessed as not completing their tasks to voluntarily resign, giving opportunities to excellent cadres to contribute and serve the apparatus, bringing the highest efficiency to the development of the province.
