On the morning of October 23, continuing the 10th Session of the 15th National Assembly, Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh presented a report on the draft Press Law (amended).
Chairman Nguyen Dac Vinh said that the Committee basically agreed with the addition of regulations on "main media agency".
However, it is recommended to continue researching and clarifying the content, criteria for determining and specific financial mechanisms of key media agencies.
There are opinions that in addition to the 6 press agencies identified under Decision 362/QD-TTg dated April 3, 2019 of the Prime Minister on approving the national press development and management plan until 2025, it is necessary to consider adding a large-scale media press agency in some localities or some units that have built prestige and have a certain position in press activities.
Currently, in some cases, the activities of press agencies under social organizations, social - professional organizations, and research institutes still have inadequacies, causing difficulties in state management.
To overcome those shortcomings and limitations, the Committee agreed with the drafting agency on assigning the Government to specify the conditions for socio-political - professional organizations, social organizations when proposing to grant press operation licenses.

Regarding the contents related to the "press economy", the Committee agreed with the regulations to create conditions for press agencies to have more revenue, increase financial resources to ensure and improve the quality of activities as in the draft law.
However, it is recommended to continue researching, supplementing and clarifying the concept of "press economy" and regulations related to public investment, autonomy mechanisms, regulations on revenue from business activities of press agencies.
Regarding press activities in cyberspace, the Committee proposes to study and supplement regulations to promote press activities in cyberspace.
Supplementing regulations on legal liability of foreign social networking platforms in cases where content channels on cyberspace of press agencies are hacked, amending information with illegal content; handling cases where content of violations appears on this channel.
The study stipulates the principles on the mechanism for implementing agreements, the responsibilities of press agencies and relevant agencies and organizations in ensuring copyright and related rights for press works on cyberspace, press works using artificial intelligence (AI).
Article 21 of the draft stipulates the types of activities and revenue of press agencies.
Accordingly, press agencies operate in the form of public service units or public service units. The scientific magazine agency operates in accordance with the type of the governing agency.
The revenue of press agencies includes:
- Revenue is provided by the press management agency.
- Revenue from selling printed newspapers; selling the right to view and listen to press works and press products; advertising; exchanging and trading content copyrights; allowing the exploitation and use of press works.
- Revenue from business activities, services, and associations of press agencies and units under press agencies.
- Revenue from the provision of public service assigned by competent state agencies, orders, and bidding.
- Collect from people who need to publish scientific research articles to have funds to review, improve, and improve the quality of the articles.
- Revenue from sponsorship and other legal revenue sources as prescribed by law.
