Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that the provisions in the current law do not clearly show and especially in the operating mechanism, it has not clearly demonstrated decentralization, delegation, and delegation of authority.
"I propose to clarify and clarify the contents, decentralization, authorization and delegation of authority in the contents expressed in the draft law to ensure favorable operation" - the Vice Chairman of the National Assembly emphasized.
Speaking on this issue, Politburo member and National Assembly Chairman Tran Thanh Man said that the amendment to the Law on Government Organization is to decentralize and delegate stronger power to the Government, helping the Government proactively resolve issues.
According to the National Assembly Chairman, the amendment to the Law on Organization of Government and the Law on Organization of Local Government on decentralization and delegation of power must have a close, unified, synchronous and smooth relationship.
Also related to decentralization and delegation of power, the National Assembly Chairman reiterated the words of General Secretary To Lam: "The locality decides, the locality does, the locality is responsible", the Central Government creates, the National Assembly supervises and the Government operates.
"Recently, the National Assembly will not manage the investment portfolio, will not manage the portfolio, and will assign one block to the Government. The Government is responsible for the allocation to the locality" - the National Assembly Chairman said and added that the Prime Minister has also agreed to hand over the authority to ministries, branches and localities.
According to the National Assembly Chairman, there has been a list recently, so only "people run around, some have committed violations". Therefore, it is necessary to make it transparent in decentralization and delegation.

At the same time, it is required to clarify the conditions for the response capacity of decentralized and delegated agencies and organizations to ensure feasibility to avoid cases of shirking responsibility.
For example, there is also a law, decrees, and circulars, but why do some localities do their best, do not beg the central government, do not say difficult things. However, some localities have complained because of the law, decrees, and circulars. Therefore, this time, the above issue must be clarified.
The National Assembly Chairman added that the commune level will be very strong when many units at the district level will be abolished.
"Now the district-level inspection is no longer there, the district-level police are no longer there, there are many more units coming here. Focusing on the commune and decentralizing power to the commune must be very careful. Thus, the resources guaranteed when decentralizing and authorizing do not have to be noted" - National Assembly Chairman Tran Thanh Man further emphasized.
