Continuing to arrange and merge districts and communes in the coming time

At the 9th Extraordinary Session of the National Assembly, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee Le Minh Hung emphasized the need to continue implementing Conclusion No. 121-KL/TW of the Central Committee, requesting research, continuing to implement the arrangement of administrative units (ADUs), reducing intermediate administrative levels, expanding development space and increasing local resources.

Arrangement of administrative units, reducing intermediate levels

Currently, ministries and branches are focusing on developing a Government report summarizing the work of arranging administrative units at district and commune levels for the period 2023-2025. On that basis, competent authorities issued new or amended and supplemented documents guiding the continued implementation of the work of arranging administrative units (ADUs) for the period 2026-2030.

By the end of 2024, 51 out of 63 provinces and cities have been approved by the National Assembly Standing Committee for the Resolution on the arrangement of administrative units for the period 2023-2025.

Some localities such as Dien Bien and Binh Phuoc provinces have developed an arrangement plan but have not yet ensured regulations on urban planning and classification, so up to now, the arrangement plan in 2024 has not been implemented.

The number of district and commune-level administrative units arranged and merged in 2024 did not fluctuate much compared to the original plan. Due to the large number of district and commune-level administrative units that are eligible for arrangement incentives proposed by localities. There are up to 16 district-level administrative units and 109 commune-level administrative units that are not subject to compulsory arrangement, but localities have proposed to rearrange them. On the contrary, although the number of administrative units at district and commune levels must be reorganized, after reviewing and evaluating many specific factors about culture, history, etc., the locality proposed not to reorganize.

In Conclusion 1066/KL-UBTVQH15, the National Assembly Standing Committee requested that for district and commune-level administrative units subject to arrangement in the 2023-2025 period that the Government and local authorities have not yet proposed to implement arrangement in general projects due to the urgent completion of a number of related processes and procedures according to regulations, the Government should urge, urgently complete the dossier, submit to the National Assembly Standing Committee for consideration and decision immediately after meeting the conditions, standards and dossier components according to regulations.

Up to now, the Ministry of Home Affairs has basically completed the submission to the Government and submitted to the National Assembly Standing Committee the dossier of the project to reorganize administrative units at district and commune levels of localities.

The implementation of the arrangement of administrative units at district and commune levels in the 2023-2025 period has been actively implemented, ensuring progress so that localities have time to implement the Resolutions of the National Assembly Standing Committee on the arrangement of administrative units and prepare well for the organization of Party Congresses at all levels for the 2025-2030 term and the election of National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term.

Early stabilization of administrative unit organization

Speaking with Lao Dong, Deputy Head of the National Assembly Delegation of Hai Duong Province Nguyen Thi Viet Nga said that the implementation in recent times shows that it is necessary to continue to have policies to support resources for new administrative units after the merger to build, renovate and beautify the landscape and working environment.

There are policies to support training of cadres, civil servants and employees to meet new requirements and tasks and have appropriate solutions to arrange cadres, avoid duplication of titles of one position for two people working and promptly standardize titles to implement health insurance and social insurance regimes to meet the requirements of the tasks of cadres, civil servants and employees.

Deputy Minister of Home Affairs Truong Hai Long said that immediately after the National Assembly Standing Committee passed the Resolution on the arrangement of administrative units, localities need to urgently issue a plan to implement the Resolution of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels of the locality.

Continue to do a good job of propagating the resolution on the arrangement of administrative units to create consensus among all classes of people; immediately complete the arrangement of the apparatus, implement the plan to arrange civil servants, public employees, and non-professional workers. In particular, it is necessary to resolve the regime and policies for redundant civil servants, public employees, and non-professional workers, arrange and handle headquarters and surplus public assets, etc.
