On October 29, information from the People's Committee of Cao Bang province, the unit held a meeting to listen to a report on the results of working with the Ministry of Justice's Interdisciplinary Inspection Team on the inspection of legal documents (QPPL) in the province.
Permanent Vice Chairman of the Provincial People's Committee Vu Dinh Quang chaired the meeting.
According to the report of the Department of Justice, through a preliminary inspection, the Interdisciplinary Inspection Team of the Ministry of Justice determined that there are currently 21 documents in the province with content that is not in accordance with legal regulations.
Of which, 4 documents have concluded the inspection, including 2 resolutions of the Provincial People's Council and 2 decisions of the Provincial People's Committee.
Specifically, the Department of Agriculture and Environment has drafted a resolution to replace Resolution No. 36/2022/NQ-HDND dated December 9, 2022 and Resolution No. 36/2022/NQ-HDND dated July 15, 2022 of the Cao Bang Provincial People's Council.
These two resolutions stipulate the collection rates, collection, payment, management and use of a number of fees and charges in the field of natural resources and environment.
The new draft was developed according to a shortened order and procedure and has been submitted to the Provincial People's Committee for consideration at the most recent thematic session.

Regarding two decisions of the Provincial People's Committee, namely Decision No. 42/2021/QD-UBND dated November 16, 2021 ( promulgating the Regulations on management of training and fostering of cadres, civil servants and public employees) and Decision No. 16/2023/QD-UBND dated August 7, 2023 (on assignment and decentralization of management of organizational apparatus and staff), the Department of Home Affairs has advised the Provincial People's Committee to issue a document explaining to the Ministry of Justice.
At the same time, the Department has also prepared Document No. 3643/TTr-SNV dated October 22, 2025, proposing to abolish Decision No. 1962/QD-UBND, partially abolish the issued content attached to the two above decisions, and issue a decision authorizing the transfer, transfer of work, and receipt of civil servants under the authority of the Provincial People's Committee.
For the 13 documents with inspection opinions, departments and branches have proactively received and proposed handling directions.
In particular, the Department of Agriculture and Environment - the unit in charge of drafting many documents such as Decision No. 46/2024/QD-UBND, 51/2024/QD-UBND, 54/2024/QD-UBND, 36/2020/QD-UBND, 05/2023/QD-UBND and 267/QD-UBND - are reviewing, editing, and advising on handling according to regulations.
In addition, the departments of Construction, Finance, Industry and Trade and the Provincial Economic Zone Management Board have also received the opinions of the inspection team, reviewed and completed the contents of documents such as Resolution No. 92/2024/NQ-HDND, Decision No. 37/2021/QD-UBND, 17/2018/QD-UBND and 18/2023/QD-UBND, ensuring consistency with legal regulations and suitability with the actual situation.
In the police sector, regarding Decision No. 15/2021/QD-UBND on the protection of state secrets and Decision No. 09/2025/QD-UBND regulating the scope of operations of small motor vehicles, the Provincial Police issued Document No. 6555/TTr-CAT-PTM dated October 21, 2025, registering the development of a Decision to amend and supplement a number of articles of documents in the fields of transportation, road and protection of state secrets. It is expected to be submitted to the Provincial People's Committee for promulgation in November 2025.
For the two documents that need to be reviewed, including Decision No. 29/2018/QD-UBND and Decision No. 22/2021/QD-UBND, relevant departments and branches have completed the review step and are implementing the procedures for developing replacement documents according to regulations.
Previously, on October 20, the interdisciplinary inspection team consisting of representatives of the Ministry of Justice, the Ministry of Home Affairs and the Ministry of Finance worked in Cao Bang, conducting an inspection of the work of inspecting, reviewing and systematizing local legal documents.
Through the inspection, the delegation recorded many positive results in the work of promulgating and implementing legal documents, but also pointed out some shortcomings and limitations that need to be overcome to ensure consistency, synchronization and compliance with the law in the entire document system of the province.
