The Government Office has just issued Notice No. 30/TB-VPCP concluding the meeting of Deputy Prime Minister Tran Hong Ha on assigning managing agencies to implement the investment project for the Son La - Dien Bien - Tay Trang Border Gate expressway section and amending Decree No. 165/2024/ND-CP.
Deputy Prime Minister Tran Hong Ha agreed with the policy of assigning Dien Bien Provincial People's Committee and Son La Provincial People's Committee to be the managing agencies for investing in the construction of the Hoa Binh - Moc Chau - Son La - Dien Bien - Tay Trang Border Gate (CT.03) expressway section in the province in accordance with the law on public investment and relevant legal regulations.
At the same time, assigning the Ministry of Construction to urgently carefully review the draft Decree amending and supplementing Decree No. 165/2024/ND-CP in accordance with the direction of the Government Leaders in document No. 166/VPCP-CN dated January 7, 2026 of the Government Office, ensuring strictness, logic, consistency, full, clear, accurate, easy-to-understand regulations, avoiding ambiguity leading to misunderstandings and arbitrary application, especially regarding decentralization and delegation of power.
Thereby, it serves as a basis for assigning localities to be the managing agencies investing in highway routes and sections in a province or city directly under the central government, reporting to Deputy Prime Minister Tran Hong Ha.
The Hoa Binh - Moc Chau expressway has a total length of about 85km. In which, the section passing through Son La province accounts for 32.3km with a total investment of 4,445 billion VND.
The Son La - Dien Bien - Tay Trang Border Gate expressway (phase 1) has its starting point at the border of Son La and Dien Bien provinces, the ending point connecting to Dien Bien Phu ward; a scale of 4 full lanes, with 2 emergency stop lanes. The project uses public investment capital, with a preliminary total investment of about 23,252 billion VND.
