On the afternoon of January 8, at the regular government press conference, representatives of the Ministry of Construction answered questions from the press related to the implementation of exceeding the target of 3,000 km of highways.
Mr. Nguyen Tri Duc - Chief of Office, Spokesperson of the Ministry of Construction said that regarding highways, by 2020, we will have 1,163 km. Thus, in the past 5 years, at least 1,837 km must be completed to ensure the Government's target of 3,000 km of roads by 2025.
The implementation process over the past 5 years, especially the North-South expressway in the east, has faced many difficulties and challenges. The "bottleneck" in institutions is also a barrier, site clearance work is prolonged, material sources and material prices are increasing...
To overcome the above difficulties and obstacles, the National Assembly, the Government, and the Prime Minister have issued many specific mechanisms. For example, synchronously deploying work, not waiting for this work to be finished before doing another work, but synchronously implementing solutions.
Assigning localities to be the managing agency for component projects, such as site clearance; designating contractors; directly handing over mines to contractors, increasing mine capacity.
In 2025, the Prime Minister established 7 working groups, led by Government leaders directly inspecting, urging, and removing difficulties and obstacles for projects; launching the emulation movement "500 days and nights".
This is an order from the head of the Government. The Prime Minister also mobilized resources for investors, contractors, and related units to participate in the implementation of the North-South expressway projects in the east and the level expressway axes to also complete outstandingly and achieve and exceed the set goals.
After 5 years of the 2021-2025 term, 2,182 km of expressway roads have been completed for traffic. Thus, by the end of 2025, the whole country has put into operation about 3,345 km of main expressway routes and 458 km of intersections and access roads to connect these expressway systems with national highways as well as local transportation systems, exceeding the target set by the Government of 3,000 km by the end of 2025.
Especially the traffic opening and completion of the entire North-South Expressway from Cao Bang to Ca Mau according to the Resolution of the 13th Party Congress set out. From the above achievements, the Ministry of Construction has drawn some lessons learned.
First, it is necessary to prioritize resources, avoid spreading investment to invest in large-scale national key infrastructure projects with spillover effects and regional connectivity. Especially the basic goal of completing the North-South expressway, the East-West expressway, and the horizontal axes currently being implemented.
Second, focus on perfecting institutions and policies to remove "bottlenecks and obstacles" promptly and effectively. Promote decentralization and delegation of power; improve the capacity and responsibility of localities.
The third is to promote the combined strength of the entire political system, mass organizations, and the consensus of the people, and to arouse patriotic emulation and national pride.
Fourth, for key projects, it is necessary to establish a Steering Committee of the Government, a Steering Committee at the ministerial and local levels to have continuous direction from top to bottom.
Fifth, to uphold the spirit of responsibility and proactiveness in resolving obstacles and difficulties. Not pushing, not avoiding.
Sixth, in the past time, to achieve the above results, it is thanks to the Government and the Prime Minister launching vibrant patriotic emulation movements, arousing national pride; promptly encouraging and rewarding, creating an atmosphere of enthusiastic work on all projects and projects for national and ethnic interests.
