Accordingly, the criteria for leadership titles at the commune -level wing are newly implemented based on the conclusions, schemes and regulations of the Standing Committee of Thanh Hoa Provincial Party Committee. In particular, the project clearly states the direction of arranging leaders of the People's Council and the People's Committee of the new commune level in a part -time and specialized manner to streamline Unit and improve the operating efficiency.
The Chairman of the People's Council and the head of the new commune People's Council will be arranged part -time, while the Vice Chairman of the People's Council and the Deputy Head of the Committees will arrange the specialized in accordance with the provisions of the Prime Minister and the Central Steering Committee.
Regarding the new commune-level People's Committee, the Chairman and 2 Vice Chairmen of the People's Committee are assigned full-time. In which, one Vice Chairman is also Chief of the Office of the People's Council and People's Committee; one Vice Chairman is also Director of the Public Administration Service Center.
The four specialized agencies of the new commune-level People's Committee include: Office of the People's Council and People's Committee, Public Administration Center, Economic Department (or Economic, Infrastructure and Urban Areas for wards) and Department of Culture - Society. Each agency has a head and a deputy head.
The project also determines the authority to arrange officials in the direction of appointment to meet the requirements of arranging and exploiting the maximum human resources. Accordingly, the Standing Committee of the Provincial People's Council will appoint key titles of the new commune People's Council, and the Chairman of the Provincial People's Committee appoints the Chairman, Vice Presidents and Member of the People's Committee.
For the re -arrangement of a contingent of civil servants after the merger, the Chairman of the People's Committee of the district has the authority to mobilize civil servants from the district level to degraded the commune, or between the old communes together, ensuring reasonable allocation and completion before June 15, 2025. From 1.7.2025, the former commune -level civil servant will officially move to civil servants under the new Commune People's Committee.
A remarkable highlight of the project is the direction to solve the situation of redundant officials after the merger. It is expected that Thanh Hoa province will be redundant about 3,602 people.
