On March 12, according to the Ministry of National Defense's Electronic Information Portal, the Ministry of National Defense has just issued Concluding Document No. 08/VBHN-BQP of the Decree detailing a number of articles of the Law on Militia and Self-Defense Forces on force organization and construction and regimes and policies for militia and self-defense forces.
This Decree details a number of articles of the Law on Militia and Self-Defense Forces on: Decentralization of management of militia and self-defense forces units; number of Deputy Commanders, standards, and equipment norms for working of the Commune-level Military Command, Military Command of agencies and organizations...
Article 4 of the Decree stipulates the number of Deputy Commanders of Commune-level Military Commands and Military Commands of agencies and organizations.
Accordingly, the number of Deputy Commanders of the Commune-level Military Command is as follows:
Typed 1 commune-level administrative units, border communes, coastal communes, and islands are arranged with no more than 2 Deputy Commanders. Based on the actual situation, the Provincial People's Committee shall submit to the People's Council of the same level to decide on the number of Deputy Commanders of the Commune-level Military Command among the number of non-professional workers at the commune level prescribed in Clause 4, Article 2 of Decree No. 34/2019/ND-CP dated April 24, 2019 of the Government amending and supplementing a number of regulations on commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups;
For commune-level administrative units not falling under the above provisions, 1 Deputy Commander will be arranged.
The Military Command of the agency or organization will arrange 1 Deputy Commander. Based on the requirements of national defense, military and organization tasks and activities of agencies and groups, the Commander of the Hanoi Capital Command, the Commander of the Ho Chi Minh City Command, and the Commander of the Provincial Military Command shall consider and decide to appoint no more than 2 Deputy Commanders at the request of the head of the agency or organization.
This Decree takes effect from August 15, 2020 and replaces Decree No. 03/2016/ND-CP dated January 5, 2016 of the Government detailing and guiding the implementation of a number of articles of the Law on Militia and Self-Defense Forces.
