Cutting 8 administrative procedures for measurement, saving 300 million VND each year

The reduction of about 8 administrative procedures related to measurement is expected to save about over 300 million VND in implementation costs each year.

On August 27, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the Law on Measurement.

Presenting the report, Member of the Party Central Committee, Minister of Science and Technology Vu Hai Quan said that after nearly 15 years of implementation, the 2011 Measurement Law has created an important legal foundation, but also revealed some limitations.

The draft Law aims to create a modern legal framework to remove institutional bottlenecks and improve national measurement capacity.

At the same time, contributing to the development of S&T, innovation and digital transformation, serving the development of production and business, while protecting the legitimate interests of consumers.

The amendment of this Law aims to increase proactiveness in parallel with accountability. Fundamentally innovate management thinking from pre-inspection to post-inspection, from focusing on vehicle management to measurement to ensure the reliability of measurements and measurement results.

The draft law is built on the basis of 3 groups of policies: Digital transformation of measurement activities; development of capacity of the national measurement system; promoting the role of enterprises, decentralization, delegation of power, associated with administrative procedure reform (TTHC), reducing investment and business conditions.

The content of amendments and supplements focuses on 3 main pillars.

First, digital transformation and innovation in management methods. The draft Law standardizes the terminology system according to international standards, supplementing regulations on digital platforms, shared databases, results of digital measurement and management, and data exploitation in the digital environment.

Based on the data, inspection activities are gradually shifted from pre-inspection to post-inspection and carried out according to the level of risk.

This approach not only digitizes procedures but also changes management and administration methods, improves monitoring capabilities and the reliability of measurement results," said the Minister of Science and Technology.

Second, develop national measurement capacity and promote the role of enterprises. The draft supplements orientations for developing scientific measurement, technological measurement, prioritizing measurement standards for strategic technology, new energy, digital economy, green economy, encouraging enterprises to invest, develop and exploit measurement capacity.

According to the Minister, for the first time, the program to ensure measurement at organizations and businesses has been legalized, creating a tool to help businesses control the measurement process, reduce errors, improve productivity, quality and competitiveness.

Third, decentralization and substantive reform of administrative procedures. The draft also removes the procedure for certifying work standards, eliminates the classification of pre-packaged goods and the procedure for issuing certificates of eligibility for using quantitative marks.

Clarify management responsibilities to allow specialized measurement of ministries, and delineate inspection authority between the Central Government, provincial level and commune level in accordance with the 2-level local government model.

The above-mentioned amendments create a legal basis to cut about 8 administrative procedures, expected to reduce about over 300 million VND in implementation costs each year, while still maintaining the necessary measures to ensure the accuracy of measurements, prevent trade fraud and protect consumers" - Minister Vu Hai Quan emphasized.
