On September 28, Prime Minister Pham Minh Chinh chaired an online conference to review, evaluate and draw lessons from the work of preventing and overcoming the consequences of storm No. 3.
In his concluding remarks, the Prime Minister assessed that the warning and forecasting work was basically good, close to the situation, early and from afar, but there were still errors such as not being able to predict early the storm with gusts of level 17 when it hit the shore and lingering inland; the storm circulation, heavy rain lasting over a large area, up to 700mm in some places; the forecast of water volume in dams, lakes and large rivers was not close to reality.
The reason is limited equipment and inadequate investment in forecasting. The damage caused by storm No. 3 and the floods after the storm is still very large.
The Prime Minister gave an example: to ensure the safety of Thac Ba dam, agencies made important decisions to both divert floods upstream and prepare plans to destroy auxiliary dams in the midstream.
Besides, we also have to evacuate people downstream, be ready to respond to the worst situation, and choose the best option among the options to minimize damage as much as possible.
Similarly, to ensure the safety of Hoang Long dike (Ninh Binh), it is necessary to stop the operation of Hoa Binh hydropower plant and increase the operation of Son La and Lai Chau hydropower plants.
In the coming time, the Prime Minister emphasized that the goal is still to not let any people go hungry, not wear clothes, not be hungry, not be cold, not have a place to live; students go to school early, patients get treatment.
Quickly stabilize the people's situation, promote the restoration of production and business, actively promote economic growth, and control inflation well.
The Prime Minister called for promoting the spirit of "each person doing the work of two"; unaffected areas such as the Central region, the Central Highlands, and the South should compensate for the areas in the North affected by storms and floods, striving for higher growth and achieving higher socio-economic development results...
Emphasizing a number of additional tasks, the Prime Minister requested the Ministry of Agriculture and Rural Development and the Ministry of Finance to review and propose funding to support localities from the reserve budget, ensuring appropriateness and fairness among localities.
Agencies and units continue to review and repair traffic, electricity, water and telecommunications infrastructure.
The Ministry of Justice and relevant ministries will review and improve institutions, specifically decrees and circulars with outdated regulations that are no longer suitable for overcoming the consequences of storms and floods, to be completed by October 2024.
Ministry of National Defence and agencies complete organizations and human resources according to the Civil Defense Law.
For families who lost their homes and had to rebuild, relevant localities and ministries must complete the work by December 31, 2024 at the latest with hard walls, hard floors, and hard roofs.
The Prime Minister requested to complete the repair of school, hospital and medical station facilities by October 2024. If there is a lack of mechanisms and policies, propose to the Government.
Along with that, review, summarize, propose emulation and rewards for those who sacrificed, groups and individuals who did well, and advanced models, no later than October 2024; handle groups and individuals who did not do well, did not complete their tasks, or even violated the law.
Regarding the collapsed Phong Chau bridge, the Prime Minister requested the Ministry of Transport, Ministry of Construction, Ministry of Finance, Ministry of Planning and Investment, and Phu Tho province to complete the reconstruction by 2025 at the latest. If mechanisms and policies are needed, they must be reported to the Government.
