On the morning of September 28, Prime Minister Pham Minh Chinh chaired an online conference to review, evaluate and draw lessons from the work of preventing and overcoming the consequences of storm No. 3.
Reporting at the conference, Minister of Agriculture and Rural Development (NNPTNT) Le Minh Hoan said that the Prime Minister, ministries, branches, and localities have proactively directed early, from afar, and closely followed the situation of storms and floods after storms.
The Government has issued a policy requiring all levels and sectors to focus on search and rescue and ensuring necessities, preventing people from going hungry, homeless, or suffering from disease, providing housing support, and promptly restoring production and ensuring livelihoods for those affected.
Localities have resolutely and synchronously deployed tasks and solutions according to the Central Government's instructions; proactively developed response plans and organized timely and effective implementation.
Authorities have guided 51,319 fishing boats/219,913 people and vehicles, transport ships operating at sea to escape from dangerous areas or to shelters; organized the evacuation of 52,979 people on cages, aquaculture watchtowers, and weak houses to safe places; evacuated and relocated 74,526 households/130,246 people in deeply flooded areas to safe places.
The standing army force of 358,700 people and 5,320 vehicles mobilized and used 143,700 people and 4,290 vehicles; the police force mobilized more than 150,000 officers and soldiers to participate in responding to and overcoming the consequences of storm No. 3 and the floods after the storm.
Local authorities, shock forces, youth unions, etc. are fully mobilized to respond to and overcome the consequences of storms and floods.
However, Minister Le Minh Hoan said that the cumulative impact in a very short period of time of extreme natural disasters has caused severe damage, especially damage caused by landslides and flash floods.
Of these, 344 people died or went missing (318 died, 26 went missing), and 1,976 people were injured.
Regarding housing, 281,966 houses were damaged or had their roofs blown off; 112,034 houses were flooded.
Total economic losses were initially estimated at VND 81,503 billion (Quang Ninh VND 24,876 billion; Hai Phong VND 12,249 billion; Lao Cai VND 6,687 billion; Yen Bai VND 5,738 billion; Hoa Binh VND 1,065 billion; Cao Bang VND 880 billion; Lang Son VND 900 billion; Tuyen Quang VND 1,350 billion; Thai Nguyen VND 859 billion; Bac Giang VND 5,000 billion; Phu Tho VND 1,588 billion; Hai Duong VND 7,498 billion; Hung Yen VND 3,637 billion; Bac Ninh VND 1,200 billion, Thai Binh VND 1,479 billion; Nam Dinh VND 1,142 billion...).
Currently, localities are continuing to review, evaluate and update damage statistics.
Minister Le Minh Hoan emphasized that forces are focusing on searching for missing people at the Phong Chau bridge incident in Phu Tho province and missing people due to floods, flash floods, and landslides (Lao Cai, Cao Bang, etc.).
In addition, the organization provides food, necessities and necessities to households at risk of hunger; mobilizes forces to support people in repairing houses, cleaning the environment and preventing epidemics.
Review families who lost their homes to resettle people to safety and complete no later than December 31, 2024.
